A recent review and classification revealed that Bac Ninh province has over 44,800 residential land plots that were allocated without proper authority, encroached upon, or had their land use purpose changed without permission, spanning an area of more than 986 hectares. The People’s Committees of the communes, wards, and towns have reviewed and approved over 7,700 applications, covering an area of more than 180 hectares. Of these, 3,100 applications, spanning 70 hectares, met the conditions for approval.

Additionally, the People’s Committees of the districts, towns, and cities have evaluated nearly 2,000 applications, covering an area of over 59 hectares. Of these, 678 applications met the conditions, and 196 land use right certificates have been granted.

However, the progress in handling cases of unauthorized allocation of residential land, land encroachment, and unauthorized change of land use purpose in Bac Ninh province has not met the planned schedule.

Chairman of the Provincial People’s Committee of Bac Ninh, Vuong Quoc Tuan, has requested that by June 5, 2025, the local authorities must complete the process of notifying all reviewed cases in writing, specifying whether each application meets the conditions for land use right certificates or not.

By June 15, 2025, the local authorities in Bac Ninh province will proceed to the next steps and issue land use right certificates for eligible cases.

The Department of Agriculture and Environment of Bac Ninh province is urged to promptly advise and report to the Provincial People’s Committee for the issuance of a document on the delegation of tasks for surveying, correcting land use right certificates, and allocating funds for the People’s Committees of the districts to implement these tasks.
