Of the nearly VND 12 billion in economic violations detected, nearly VND 7.2 billion was recommended for retrieval to the state budget, and VND 4.8 billion was recommended for reduction.
Le Vu Tuan Anh, Chief Inspector of the Ministry of Agriculture and Environment, said that in recent times, in implementing Document No. 11-CV/DU dated March 24, 2025, of the Inspection Party Committee of the Government Inspectorate, the Ministry of Agriculture and Environment has organized the review of civil servant dossiers and collected the wishes of all civil servants working in the Ministry of Agriculture and Environment.
At the same time, it has summarized and submitted a report to the Party Committee of the Ministry of Agriculture and Environment on the statistics of assets and equipment of inspectors transferring to the Government Inspectorate. It has also coordinated with the Organization and Personnel Department, the Planning and Finance Department, and professional units under the Government Inspectorate to review and determine the tasks and assets expected to be handed over.
“Therefore, in April 2025, the Inspection Department did not conduct any inspections and focused on completing and issuing inspection conclusions, expected to be issued before the end of the operation of the Ministry of Agriculture and Environment,” said the Chief Inspector.
Accumulated from the beginning of 2025 up to now, the Inspection Department of the Ministry of Agriculture and Environment has issued inspection conclusions for eight inspections, detecting economic violations of nearly VND 12 billion. Of this amount, nearly VND 7.2 billion was recommended for retrieval to the state budget, and VND 4.8 billion was recommended for reduction.
The Chief Inspector also issued 54 administrative violation handling decisions, with a total fine of VND 13.8 billion.
The Inspection Department has issued 41 documents urging the implementation of inspection conclusions and 53 documents requesting 53 organizations to implement administrative violation handling decisions according to regulations.
At the same time, it advised the Ministry of Agriculture and Environment to direct and urge units to implement the contents of the recommendations related to the Ministry in the conclusions of the Government Inspectorate, summarize and report to the Government Inspectorate. The total amount of money that the units deposited into the temporary holding account of the Ministry of Agriculture and Environment according to the inspection conclusions is more than VND 4.2 billion.
Regarding citizen reception, from the beginning of 2025 up to now, the Inspection Department has received 125 turns with 206 people; there were 18 turns of mass delegations (88 people). The ministry’s leaders received five turns with nine people, and the inspectors of the Ministry of Agriculture and Environment received 201 turns with 197 people.
The main content of citizens’ complaints relates to land retrieval, compensation, and support when land is retrieved, as well as the granting and retrieval of land use right certificates, and the proposal to handle violations in the field of natural resources and the environment.
The Inspection Department received 1,660 petitions and handled 857 valid ones. Of these, there were 68 cases of land disputes, 701 complaints, 22 petitions for the return of old land, and 66 denunciations.
As a result, there were 103 cases under the jurisdiction; six cases were resolved by the locality with full authority; 748 cases are under the jurisdiction of the locality.
In addition, the ministry handled 11 cases under its jurisdiction, of which 10 cases were determined to be wrong complaints and three were correct. At the same time, it handled 30 pieces of information reflected through the hotline and requested the localities to inspect and report 10 eligible cases.

Of these, 20 were directly guided, and for the remaining 10 eligible cases, the Inspection Department requested the localities to inspect, handle, and report the results to the Ministry of Agriculture and Environment.
In the second quarter of 2025, the Inspection Department of the Ministry of Agriculture and Environment will submit to the Ministry a plan to adjust the inspection plan for 2025. It will also complete the appraisal and issuance of inspection conclusions that have been directly ended and follow up on the results of handling after the inspection and urge the implementation of the conclusions of the Inspection Department and the Government Inspectorate.
In addition, it will continue to organize citizen reception and handle complaints and denunciations within its jurisdiction; urge and guide units to implement the right regulations on citizen reception, complaints, denunciations, and reflections.
