The Tan Hoa Industrial Cluster (Tan Hoa Commune, Quoc Oai District) was established
per Decision 5699/QD-UBND dated October 11, 2019, by the Hanoi People’s Committee,
with a total area of approximately 13 hectares. The project is invested by Minh Duong
Joint Stock Group.

However, due to land clearance issues, the project has not yet been implemented.
The investor has had to request four extensions to the project schedule, with the final
deadline for completion and operation set for December 2025.

In reality, the project land remains unused, and Mr. Nguyen Van Thai (Tan Hoa,
Commune 4) stated that the over ten hectares of agricultural land allocated for the
project is being wasted as weeds grow. Some households have even dumped construction
waste to reclaim the land for their own purposes, causing local resentment.

Mr. Ly Dinh Quang, Chairman of the Commune People’s Committee, said that the Tan Hoa
Industrial Cluster covers 13 hectares and involves 161 households in land clearance.
So far, 82 households have received compensation and handed over the land to the
investor. Of the remaining 79 households, nine have illegally built workshops on
agricultural land.

According to Mr. Quang, at the beginning of 2025, these households signed commitments
with the authorities to voluntarily demolish the workshops and hand over the land when
the State revokes the land. However, six households have not fulfilled their
commitments. The Commune People’s Committee has established a profile and submitted
it to the Quoc Oai District People’s Committee for handling.

Similarly, the Ngoc My – Thach Than Industrial Cluster (in Ngoc My and Thach Than
communes) covers more than 21 hectares and was established on October 15, 2019. The
Nghia Huong Industrial Cluster (in Liep Nghia commune) has an area of 11.4 hectares
and was inaugurated in late 2024. However, the investors of these clusters have not
been able to construct technical infrastructure due to land clearance obstacles.

The People’s Committee of Quoc Oai District stated that the district is urging local
authorities to expedite land clearance for the industrial cluster projects. The
district will coordinate with the Commune People’s Committee to handle the six land
violation cases in May and start constructing technical infrastructure for the Tan
