During the meeting, the National Assembly Chairman extended the warmest greetings to Thai Prime Minister Paetongtarn Shinawatra, expressing his appreciation for the significance of the visit. This visit comes at a time when the Enhanced Strategic Partnership between Vietnam and Thailand is flourishing and expanding across all domains. After nearly 50 years of diplomatic relations and over a decade of upgraded Strategic Partnership, the two countries have achieved much to be proud of.
Thailand is currently Vietnam’s largest trading partner within ASEAN. In 2024, two-way trade surpassed $20.2 billion, marking a 6.3% increase from 2023. In the first four months of 2025, two-way trade reached nearly $6.88 billion, an 11.2% increase compared to the same period in 2024.
“These figures not only reflect the dynamism in economic cooperation but also demonstrate the deep trust and closeness between our two nations,” emphasized the National Assembly Chairman.
In response, Prime Minister Paetongtarn Shinawatra expressed her gratitude for the warm welcome and appreciation for the significant achievements in Vietnam’s socio-economic development.
The Prime Minister communicated the purpose of her visit to Vietnam and her co-chairing of the 4th Joint Cabinet Meeting between the two countries. She intends to discuss measures to strengthen cooperation, particularly in economics, investment, and trade, with Vietnamese leaders. This will elevate bilateral relations to new heights. She also emphasized the importance of the Joint Cabinet Meeting mechanism, which Thailand reserves for its neighboring countries, including Vietnam.
Prime Minister Paetongtarn Shinawatra highlighted the many similarities between the two countries and their significant roles in each other’s foreign policies. She asserted that closer cooperation is highly meaningful given the current challenges in the regional and global contexts.
The National Assembly Chairman congratulated Thailand on its remarkable achievements under the leadership of Prime Minister Paetongtarn Shinawatra, especially the 2025 agenda with its focus on infrastructure and social welfare projects.
He expressed gratitude to the Thai government for facilitating the Vietnamese community in Thailand, which numbers over 100,000 people. They actively contribute to the economic and social life there and serve as an important bridge for the friendship between the two nations. The recognition of Vietnam Street in UdonThani province and the preservation of Ho Chi Minh historical sites are vivid testaments to this special relationship.
Both sides emphasized that economic cooperation and investment are among the crucial pillars of Vietnam-Thailand relations. Thailand is currently the 9th largest foreign investor in Vietnam out of 150 countries and territories, with 767 projects and a total registered capital of over $14.85 billion. Conversely, Vietnamese investors have invested in Thailand with 21 projects, totaling $34.85 million in registered capital, ranking 37th out of 83 countries and territories with investments in Thailand.

The National Assembly Chairman believes that the economic cooperation between the two countries has vast potential and many untapped opportunities.
“Vietnam, with its market of over 100 million people, stable economic growth, and an improving investment environment, is an attractive destination for Thai investors,” he asserted. “Conversely, Thailand, with its strategic location, modern infrastructure, and developed economy, offers promising prospects for Vietnamese businesses.”
The National Assembly Chairman suggested that the two countries leverage their complementary strengths in areas such as the digital economy, green energy, regional supply chains, and smart agriculture. This will enable them to achieve the bilateral trade target of $25 billion by 2030, as agreed upon in high-level agreements.
Particularly, taking advantage of free trade agreements like the Regional Comprehensive Economic Partnership (RCEP) will provide a strong impetus for bilateral economic cooperation. The National Assembly Chairman emphasized Vietnam’s willingness to share experiences and collaborate closely with Thailand in areas of mutual strength, such as high-tech agriculture, green transition, and sustainable development.
Regarding the collaboration between the two legislative bodies, both sides acknowledged the positive development and strengthening of relations between the Vietnamese and Thai parliaments.
The National Assembly Chairman affirmed that the Vietnamese parliament always attaches great importance to the role of parliamentary cooperation in solidifying the political and legal foundation and promoting bilateral relations between Vietnam and Thailand, especially in the economic sphere. Through high-level delegation exchanges and shared legislative and supervisory experiences, the two legislative bodies have significantly contributed to realizing economic cooperation agreements between the two governments.
Additionally, the Vietnam-Thailand parliamentary friendship groups have effectively fostered mutual understanding and promoted economic, trade, investment, tourism, and educational cooperation.
The National Assembly Chairman highly valued the close coordination between the Vietnamese and Thai parliaments in regional and international parliamentary forums, such as the Inter-Parliamentary Union (IPU) and the ASEAN Inter-Parliamentary Assembly (AIPA). He believed that this cooperation not only strengthens bilateral relations but also contributes to peace, stability, and prosperity in the ASEAN region.
The National Assembly Chairman affirmed the Vietnamese parliament’s commitment to continuously完善ing the legal framework, creating favorable conditions for businesses and investors from both countries, and supporting cooperation initiatives in strategic areas like the digital economy, green transition, and sustainable development.
On this occasion, through the Thai Prime Minister, the National Assembly Chairman extended his best wishes and an invitation to visit Vietnam to the President of the House of Representatives of Thailand, Wan Muhamad Noor Matha, and the President of the Senate of Thailand, Mongkol Surasajja.
In response, Prime Minister Paetongtarn Shinawatra proposed enhancing exchanges and visits between the two countries, expanding cooperation between the parliamentary friendship groups, and sharing legislative experiences. She also emphasized coordination at multilateral parliamentary forums.
Both leaders agreed that, moving forward, there is a need to strengthen people-to-people exchanges, enhance connectivity in air, rail, and road transport, and promote twinning between localities. These efforts will contribute to the development of trade and tourism.
During the meeting, Prime Minister Paetongtarn Shinawatra kindly invited the National Assembly Chairman to visit Thailand. The National Assembly Chairman accepted the invitation and promised to arrange a visit at a suitable time.
“Building an Infrastructure Tailored to the Development Needs of Innovative Enterprises and the Private Sector.”
The new regulation allowing for a minimum 30% reduction in land lease costs for the first five years is a step in the right direction. This cost reduction is essential, according to National Assembly delegates, but it’s not enough. What’s more crucial is creating infrastructure that caters to the unique needs of innovative enterprises.
