In a recent cyber surveillance operation, the Economic Police Department of the Thanh Hoa Provincial Public Security discovered signs of a smuggling ring operating across multiple provinces and cities in Vietnam. The group was suspected of illegally importing goods, mainly electric vehicle parts and batteries, from China.

RAIDS ON NINE LOCATIONS UNCOVER LARGE-SCALE SMUGGLING OPERATION

With swift and determined action, the authorities uncovered two separate smuggling rings led by Le Minh Hung (born 1988, residing in Thang, Hiep Hoa, Bac Giang) and Ta Thi Van (born 1984, residing in Ka Long, Mong Cai, Quang Ninh). Through diligent investigation, the police identified and raided nine locations in Thanh Hoa, Hung Yen, Bac Giang, Quang Ninh, and Hanoi, seizing 537 battery sets worth an estimated 423 million VND, as well as over 80 types of electric vehicle parts, including ICs, motors, wheels, lights, speedometers, handles, chargers, horns, brake cables, and hundreds of other unaccounted parts without valid invoices or proof of origin.

Initial confessions from the apprehended individuals revealed their extensive use of social media to facilitate their illegal activities. Hung and Van had created private groups on Zalo and Wechat, gathering dealers and businesses dealing in electric vehicle parts and batteries nationwide to promote and sell their smuggled goods.

Upon receiving orders specifying quantity, type, and price, Hung and Van would coordinate directly with their Chinese suppliers to finalize the deals and arrange transportation to warehouses near the Vietnam-China border. From there, the goods were further distributed to warehouses managed by Hung and Van, with transportation fees and methods agreed upon.

Once in Vietnam, the smuggled goods were sorted, packaged, and delivered to individual customers nationwide. Payments were made through multiple bank accounts, with prices and transportation fees converted from Chinese yuan to Vietnamese dong.

The suspects admitted to having conducted these illegal operations for several years, on a large scale, with transaction values reaching hundreds of billions of dong.

NINE INDIVIDUALS CHARGED WITH SMUGGLING

Based on the evidence gathered, the Investigative Police Agency of Thanh Hoa Provincial Public Security has initiated legal proceedings for two cases and prosecuted nine individuals for “Smuggling” under Article 188, Clause 4 of the Penal Code.

This large-scale smuggling case involved multiple individuals across various provinces and cities. The investigation is ongoing, aiming to identify and hold accountable all individuals and organizations involved. The initial results of this investigation have contributed to maintaining economic stability, protecting the legitimate rights and interests of businesses and consumers, and strengthening public trust in the authorities’ efforts to combat economic crimes.
