High-Speed Rail Development Should be Linked to Technology Transfer, Mastery, and Development

On the morning of May 14, at the Government Headquarters, Deputy Prime Minister Tran Hong Ha had a courtesy meeting with Mr. Tran Tu Xuong, General Director of China Railway Construction Corporation (CRCC), under the China Railway Construction Corporation.

At the meeting, the Deputy Prime Minister stated that developing modern, high-speed railways is one of the strategic tasks and a top priority for Vietnam in the current period, as defined by the Vietnamese Government and State.

Within the framework of the comprehensive strategic cooperative partnership between Vietnam and China, the development of a modern, high-speed railway system, including the railway connecting the two countries, is on the agenda of the high-level leaders of both Parties and States, demonstrating strong political resolve.

Vietnam welcomes the interest and proactive cooperation of Chinese enterprises, including CRCC, with Vietnamese enterprises to enhance their competitiveness in technology, quality, and price when participating in investing and constructing modern, high-speed railways in Vietnam.

According to the Deputy Prime Minister, in the process of developing a modern, high-speed railway system, Vietnam hopes to learn from China’s experiences and approaches. Chinese enterprises such as CRCC play a crucial role in technology transfer and supporting Vietnamese enterprises in mastering and co-developing modern railway technologies.

“Vietnam does not discriminate between state-owned and private enterprises in investing and developing modern, high-speed railway projects,” emphasized the Deputy Prime Minister. “What matters are the capabilities, technological level, and potential for technology transfer to Vietnamese enterprises to master and develop, in accordance with international regulations and practices.”

CRCC Commits to High Standards, Quality, and Timely Completion

Thanking the Deputy Prime Minister for his time, Mr. Tran Tu Xuong reported on some prominent high-speed railway projects that CRCC has undertaken in China and other countries, expressing his interest and desire to engage in high-speed railway projects in Vietnam, including the railway connecting the two countries.

Following the guidance of Deputy Prime Minister Tran Hong Ha, CRCC’s leadership committed that if selected to participate in Vietnam’s modern railway projects, they would ensure high standards, good quality, and timely completion. They also pledged to cooperate closely with Vietnamese enterprises in sharing, transferring, and supporting Vietnamese enterprises in mastering and developing technology within Vietnam’s railway industrial ecosystem.

CRCC, the parent company of CRCC, is a central state-owned enterprise under the supervision of the State-owned Assets Supervision and Administration Commission of the State Council. It is one of the world’s largest and most comprehensive construction conglomerates, ranking 39th in the Fortune Global 500, 3rd among the top 250 global contractors by Engineering News-Record magazine, and 12th in the “Top 500 Chinese Enterprises” in 2021. The corporation has constructed 20,000 kilometers of railways and 8,000 kilometers of expressways in China.

The Construction Engineering Corporation (CRCC) is a subsidiary of CRCC, mainly undertaking the construction of railway projects overseas. To date, CRCC has completed over 9,000 kilometers of railways, accounting for 80% of China’s total railway construction volume abroad.

Previously, in November 2024, Prime Minister Pham Minh Chinh met with the Chairman of China Railway Construction Corporation Limited (CRCC). At the meeting, Mr. Dai Hua Kan, Chairman of the CRCC Board of Directors, expressed his keen interest and ongoing research on the Kunming-Lao Cai-Hanoi-Haiphong railway project and their desire to participate in Vietnam’s North-South high-speed railway project.
