The introduction of VNeID Level 2 electronic identification accounts for buying and selling used cars is expected to be a step forward in administrative procedure reform, saving time and effort for citizens who no longer have to visit a notary office in person as before.
According to the new regulation, both the seller and the buyer must have a VNeID Level 2 account and be residents of Ho Chi Minh City to conduct transactions on the Ministry of Public Security’s public service portal.
The procedure is designed to be quite simple. Vehicle owners only need to log into their VNeID account, access the public service portal, select the option to transfer vehicle ownership, and follow the instructions. Once completed, the system will send the transaction information to the relevant parties for confirmation using digital signatures. If either party does not confirm within 30 days, the transaction will be automatically canceled. If both parties confirm, the system will forward the information to the vehicle registration authority to initiate the number plate retrieval procedure.
This electronic transaction method is considered to offer significant advantages to citizens by eliminating the need for manual steps previously required. However, according to observations from the used car market in Ho Chi Minh City, most businesses have not yet adopted this procedure and are instead waiting to monitor and assess its feasibility.

Mr. Ta Cong Tien, owner of the Cho Xe Kieu My system, shared that currently, the process of buying and selling used cars remains complicated and entails multiple steps, including notarization, number plate retrieval, payment of registration fees, and completion of paperwork at the police office.
In his opinion, if there are challenges with the direct process, executing it through an electronic application will be even more difficult, especially since the system is still in its initial operational phase. He also mentioned that currently, procedures must be done in parallel, both on the application and on paper, which causes inconvenience and takes up a significant amount of time.
From an enterprise perspective, Ms. Nguyen Thi Hien, Director of the Hien Auto system, remarked that buyers typically prefer to complete the procedures swiftly, whereas the current VNeID process cannot meet this demand. Particularly, almost all used car transactions are conducted through companies, and corporate entities cannot yet register for VNeID electronic identification accounts. This renders the application of the electronic transaction form nearly impractical at the present time.
