Prime Minister Pham Minh Chinh has instructed the Ministry of Public Security to coordinate with the Ministry of Science and Technology and the State Bank of Vietnam, along with relevant agencies and enterprises, to urgently deploy a comprehensive campaign to inspect bank accounts and phone SIM cards to enhance state management and prevent online fraud crimes.

The directive was issued during the morning session of May 17, 2025, of the Government Steering Committee for Science, Technology, Innovation, and Digital Transformation. Currently, Vietnam has nearly 183 million personal payment accounts and 120 million mobile subscribers.

The Prime Minister also emphasized the need to intensify propaganda and raise social awareness about science and technology, digital transformation, administrative reform, and Proposal 06. Campaigns such as “The Whole People’s Movement for Innovation and Creativity,” “Digital Transformation for All,” and “Literacy for Digital Age” will be extensively promoted throughout society.

The Ministry of Public Security is assigned to finalize the decrees guiding the implementation of the Law on Data, establish the National Data Development Fund, and formulate regulations on scientific, technological, and innovative activities related to data. These are to be submitted for issuance in June 2025.

The Prime Minister directed ministries, sectors, and localities to promptly register projects in science, innovation, and digital transformation for approval and budget allocation. The Ministry of Finance is tasked with constructing a directory and code system for administrative units, in line with the proposal to merge provinces and reorganize local administration at two levels. Simultaneously, the ministry should finalize policies to pilot the development of the encrypted asset market.

The Ministry of Science and Technology will take the lead in formulating a proposal to implement the policy experimentation mechanism to promote research, development, and transfer of strategic technologies.

Regarding digital infrastructure, digital economy, and digital government, the Prime Minister stressed the requirement to pilot new technologies in a controlled manner, promote smart production, and apply artificial intelligence in state management. “We must think, act, and deliver real results for the people to truly benefit,” emphasized the head of the government.

According to the meeting report, in the first four months of 2025, Vietnam has constructed an additional 11,500 5G BTS stations. Mobile internet speed has significantly improved, placing Vietnam among the top 20 countries globally. The government has also granted licenses for pilot satellite internet service provision.

E-commerce continues to thrive, and cashless payments are increasingly popular, with 70% of urban residents using them daily. The country has completed the issuance of chip-based citizen identification cards for eligible citizens, activated over 63.4 million electronic identification accounts, provided 43 utilities on the VNeID application, and cleaned up 12.8 million driver’s license data.

In the healthcare sector, over 15.5 million medical records have been integrated into electronic health books and patient records. The healthcare data coordination system is operational in 29 provinces and cities, connecting 172 medical facilities. More than 2.9 million policy beneficiaries currently receive social security allowances through bank accounts. Moreover, 80% of the population has been receiving retirement and social insurance payments through cashless methods.
