On May 17, the Inspectorate of Quang Nam province announced that it had just issued inspection conclusions on the Vietnam-Laos Comprehensive Commercial Services Project in the Nam Giang border gate economic zone (Quang Nam province).
According to the conclusion, the Vietnam-Laos Comprehensive Commercial Services Project is invested by Vietnam-Laos Border Trade Joint Stock Company (referred to as Vietnam-Laos Company) with an investment certificate granted by the Department of Planning and Investment of Quang Nam province in June 2020. The total project area is 8,775 square meters, with an investment of over VND 10.1 billion.

The expected progress was to complete the investment procedures, finish the construction, and officially operate the project in the first quarter of 2023.
Up to now, the project has been delayed by 24 months, but Vietnam-Laos Company has not yet completed the investment and construction procedures.
According to the Inspectorate of Quang Nam province, there were two projects invested with state budget capital at the land location leased to Vietnam-Laos Company.
By comparing the regulations, the Inspectorate of Quang Nam province determined that Vietnam-Laos Company must refund the state budget for the site clearance cost of Project 1 corresponding to the leased land area of 8,775 square meters, amounting to over VND 1.8 billion.
Regarding the cost of Project 2, as it has not been settled yet, the Inspectorate of Quang Nam province requested Vietnam-Laos Company to refund it after the project is approved by the competent authority for settlement.
The Inspectorate of Quang Nam province concluded that the issuance of the investment registration certificate for the project by the Department of Planning and Investment without conducting an investor selection bidding was not in accordance with regulations.
The Department of Industry and Trade has not yet instructed and requested Vietnam-Laos Company to refund the state budget capital invested in site clearance.
The Inspectorate of Quang Nam province proposed that the People’s Committee of Quang Nam province organize an experience review for Mr. Tran Van An, former Deputy Director of the Department of Planning and Investment (retired); and Mr. Nguyen Oanh Thi, former head of the Investment Cooperation Division under the Department of Planning and Investment, now Head of the Business Registration Division under the Department of Finance.

The Inspectorate of Quang Nam province concluded that the 24-month delay in the project was due to many objective reasons, so it proposed that the People’s Committee of Quang Nam province consider extending the land use time, not exceeding 24 months, and allow the company to extend the progress appropriately with the land use time.
