The Hanoi People’s Committee has issued a document to the People’s Committees of the districts (communal-level People’s Committees after reorganization) regarding land allocation for housing construction for households facing difficulties, with the aim to eradicate temporary and dilapidated housing in the city.
Accordingly, the Hanoi People’s Committee instructs the district-level People’s Committees to prioritize land allocation for households lacking residential land by means of direct land allocation without auctioning land use rights, as well as providing exemptions and reductions in land use fees as stipulated in the 2024 Land Law.
The city’s People’s Committee also instructs the district authorities to identify households lacking residential land and encourage them to carry out procedures for changing land use purpose to residential land. Exemptions on land use fees will be applied when changing land use purpose as stipulated, to facilitate timely construction of houses on agricultural land within residential areas, or on agricultural land within the same land lot that contains residential land or other non-agricultural land in accordance with the planning regulations.

Hanoi authorities are reviewing and providing support to eradicate temporary and dilapidated houses for families facing housing difficulties.
The city also requests a review of land areas that were originally agricultural or forestry land to grant land use rights to the current land users. This includes residential land with documents from state-owned agricultural or forestry enterprises before July 1, 2004, or reporting to the city’s People’s Committee for consideration and decision on land retrieval as regulated.
In cases where the state retrieves land, priority should be given to allocating land developed and managed by the Land Development Center for timely resettlement. The resettlement areas must comply with regulations on conditions and criteria in the Land Law, while also respecting the cultural traditions, customs, and practices of the community where the retrieved land is located, preserving ethnic identity, and respecting the customs, traditions, and beliefs of all ethnicities.
During the process of allocating land for housing construction for households lacking residential land, the district-level People’s Committees and the Land Registration Office shall carry out land-related procedures such as land division, land registration, and issuance or alteration of land use right certificates and ownership of assets attached to the land, following a streamlined process without charging any fees.
