According to Vietnam Television (VTV), the Politburo and the Secretariat have issued conclusions on several key tasks to be focused on from now until June 30, 2025.

Provincial and communal personnel arrangements must adhere to principles

Specifically, on May 16, the Politburo and Secretariat met to hear reports from the Central Organization Commission on the situation and progress of implementing organizational structure arrangements and from the Government Party Committee on the situation of implementing decentralization and empowerment in conjunction with the implementation of the two-tier local government model.

The Politburo and Secretariat requested that all levels of Party committees, organizations, and functional agencies be extremely proactive and urgent in ensuring progress, closely following the conclusions and directives of the Central Committee, Politburo, and Secretariat, without any delay in work.

Party committees, organizations, and functional agencies shall focus on leading and directing the comprehensive construction of documents and preparation for provincial and communal Party congresses and Party committees at merged and consolidated levels; properly directing the arrangement of provincial and communal personnel; and paying attention to socio-economic development, ensuring the achievement of set growth targets.

The Politburo and Secretariat requested that provincial and municipal Party committees strictly implement Conclusion No. 150 of the Politburo and Guidance No. 31 of the Central Organization Commission on building personnel plans for Party committees at merged and newly established levels to build the Party committee (new) and personnel plans for provincial and communal levels, adhering to principles and requirements, ensuring standards and conditions, and submitting them to competent authorities on schedule.

Focus on directing the restructuring and improving the quality of the team of officials, public employees, and employees to meet the requirements of decentralization, empowerment, and the two-tier local government model.

The Politburo and Secretariat also requested a thorough assessment of the impact and effective implementation of policies for officials, public employees, employees, and laborers affected by the reorganization, especially those from ethnic minorities and religious backgrounds.

The Politburo and Secretariat also requested the resolute handling of violations and wrongdoings in personnel work during the implementation of the reorganization; rectifying the situation of working perfunctorily, affecting the operation of the apparatus; and directing the management, archiving, digitization of documents, inventory, control, and preparation for final settlement of accounts, assets, and projects… to be ready for handover when there is no district-level organization, merged administrative units at the communal level (preventing the risk of loss or destruction of documents, especially those related to land and investment projects…)

Promote decentralization and empowerment

The Politburo and Secretariat assigned the Government Party Committee to lead and direct: The Party Committees of the Ministries of Finance and Home Affairs urgently implement budget allocation, supplementary allocation, and timely payment of regimes for officials, public employees, and employees who stop working due to reorganization; promulgate policies to support non-specialized staff at the communal level.

Implement decentralization and empowerment according to the principle: The Central focuses on macro-management, institution building, strategy formulation, playing a creative role, and strengthening inspection and supervision; decentralization and empowerment are strong enough, clear enough, and reasonable in the tasks currently performed by the Central for localities.

Promote decentralization, empowerment, and clear distinction between the common competence of the People’s Committees and the specific competence of the Chairpersons of the People’s Committees at provincial and communal levels (not pushing, evading, and delaying the implementation of tasks and powers; asking for opinions indiscriminately).

Review and implement decentralization and empowerment among related sectors and fields to ensure synchronization, connectivity, no omission or overlap, and intersection of tasks.

The Politburo and Secretariat requested that the draft documents be completed by June 1 and issued by June 25.

The Politburo and Secretariat assigned the Party Committee of the National Assembly to coordinate with the Party Committee of the Government and relevant agencies to well deploy the task of collecting opinions of the people, branches, and levels on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution to ensure publicity, transparency, progress, and requirements, closely following the direction and conclusion of the Central Committee.

The Politburo and Secretariat requested the Central Party committees, the Government Party Committee, the Party Committees of the Ministries, the Ministerial level, the Provincial Party Committees, and the Central City to promptly establish a Standing Office to receive, guide, and answer the contents, proposals, and recommendations reflected by agencies, units, and localities. The Standing Offices operate from now until October 2025.

The conclusion of the Politburo and Secretariat also requested the Central Organization Commission to coordinate with the Central Inspection Commission to monitor the implementation of tasks and contents according to the resolutions, conclusions, and directives of the Central Committee, the Politburo, and the Secretariat; periodically report to the Politburo and Secretariat on the results of the implementation of the officials under the management of the Politburo and Secretariat.
