The construction project of Tu Lien Bridge and the roads leading to it across the Red River, with a starting point at the intersection with Nghi Tam Street (Tay Ho District) and ending at Truong Sa Street (Dong Anh District), was inaugurated just five months after Hanoi City began investing and handed over the project documents to the departments for processing through a “green channel” mechanism (procedures to be completed within 24 hours).

At the inauguration ceremony, Mr. Tran Si Thanh, Chairman of the Hanoi People’s Committee, stated that the investment in constructing the Tu Lien Bridge and the connecting road to the Hanoi-Thai Nguyen Expressway plays a crucial role. The bridge will not only alleviate congestion on existing bridges across the Red River but also facilitate faster connections between the city center and the northern and northeastern regions, including Thai Nguyen Province. It will promote urbanization, population distribution, and gradually complete the master plan for constructing the capital city, as well as the plan for developing Hanoi’s transport infrastructure, ensuring security and national defense.

The approved project comprises four components, including three land clearance sub-projects and one for the construction of the Tu Lien Bridge and its approach roads. The total investment for the entire project is estimated at VND 19,830 billion, and the total length is approximately 5.1 km.

“Following the directives of the Central Party and Government leaders, Hanoi has been resolute in carrying out the assigned tasks with innovative and flexible solutions. One such solution was the establishment of a ‘green channel’ mechanism to expedite the processing of tasks within 24 hours, thereby reducing the time required to obtain opinions from relevant departments and shortening the appraisal time,” Mr. Thanh said. By employing these solutions, we have created a strong impetus to accelerate the investment preparation process, enabling the project to be prepared and inaugurated in a very short time frame of just five months.”

To continue implementing and promoting this “mechanism,” the city has directed the investor, departments, and branches to focus on construction and expedite the project’s progress after the inauguration, ensuring quality, and striving for completion by 2027.

Shortening the construction time by six months

Attending and speaking at the inauguration ceremony, Prime Minister Pham Minh Chinh acknowledged Hanoi’s efforts in implementing various solutions to achieve positive results in socio-economic development, including improvements to transport infrastructure. However, to become a truly civilized and cultural city, Hanoi still needs to address two significant issues: traffic congestion and environmental pollution. Therefore, in its plans and development strategies, the city must prioritize these two tasks and give them special attention to achieve effective solutions.

Currently, Hanoi is focusing on developing transport infrastructure, including the Ring Road 4, Ring Road 5, and bridges across the Red River, such as the Tu Lien Bridge, which was inaugurated today. However, it is necessary to accelerate the progress and implementation process to prevent delays and reduce investment and exploitation efficiency.

Regarding the Tu Lien Bridge, the Prime Minister emphasized the necessity and correctness of its construction, as it will not only alleviate traffic congestion but also enhance connectivity within the city, between regions, and internationally, as both the bridge and its approach roads will be linked to Noi Bai Airport and Gia Binh Airport (Bac Ninh Province) in the future.

To expedite the project’s progress, the Prime Minister shared his experience and insights from previously implemented projects. He highlighted the importance of early land clearance to provide investors with construction sites. “This is crucial, and it requires the close involvement of the City Party Committee Secretary and the district-level Party Committee Secretaries. When I was the Provincial Party Committee Secretary, I personally met with households who had not yet handed over their land. When people see that the head of the Party Committee and the government care about the project, listen to their concerns, and help resolve their difficulties, they are willing to share and support the project,” the Prime Minister said.

Addressing the contractors of the Tu Lien Bridge project, the Prime Minister requested that they ensure progress and quality while shortening the construction time from 30 months to at least 24 months. “The National Convention Center is a typical example. Initially planned for two years, it will be completed in less than a year. This is a significant effort by Vingroup. With the Tu Lien Bridge, in addition to Vingroup, the Pacific Corporation, which has extensive experience in construction, is also involved. Therefore, I propose reducing the construction time to 24 months. As the construction site is not extensive, measuring just over 5 km, with overtime work and the application of the most modern construction methods, there is a basis for shortening the construction period,” the Prime Minister suggested.

The Prime Minister also instructed the relevant ministries and sectors to work closely with Hanoi and promptly address any issues that may arise during the construction process. He emphasized the importance of ensuring that the project is completed within two years and opened to traffic on the same date it was inaugurated, May 19, 2027.
