Concluding the National Conference on propagating and implementing Resolutions No. 66 and 68 of the Politburo on the morning of May 18, General Secretary To Lam emphasized the extremely important role of renewing thinking in building a law-governed socialist state, organizing law enforcement, and strongly developing the private economic sector as a strategic driving force for the country.

The General Secretary affirmed that the world is witnessing unprecedented geopolitical, geo-economic, strategic competition, and shifts in economic centers, along with technological explosions and global challenges such as climate change and energy security. These changes present both opportunities and challenges. “Whoever grasps the opportunity and overcomes the challenges will succeed. Otherwise, the outcome will be the opposite, and we will fall into the situation of ‘the slow-moving buffalo drinking muddy water,’” General Secretary To Lam noted.

After nearly 40 years of renovation, the country has achieved great achievements in economic growth and international prestige. However, the General Secretary emphasized that we must not be subjective or rest on our laurels. “The innovations and reforms we are implementing are not only the objective requirements of development but also the mandate of the future of our nation”, he said.

General Secretary To Lam particularly emphasized four important recent resolutions of the Politburo: Resolution 57 on developing science, technology, and digital transformation; Resolution 59 on international integration; Resolution 66 on renewing the work of building and enforcing laws; and Resolution 68 on developing the private sector. “Up to now, these four resolutions can be called the ‘Four Pillars’ to help us take off”, stated the General Secretary.

The General Secretary called on the entire Party, people, and army to join hands in action, turning aspirations into actions and potential into reality to bring the country into a new era of development, prosperity, and strength. The Prime Minister emphasized: “Vietnam cannot follow the old path. We must dare to think big, act big, and implement great reforms with the highest political determination”.

The resolutions emphasize the unified leadership of the Party, the synchronous participation of the entire political system, and the substantive engagement of the people, businesses, and intellectuals. Crucial areas such as law enforcement, innovation, digital transformation, private sector development, and international integration require close coordination, regular inspection, and concrete effectiveness evaluation.

The General Secretary outlined the key tasks for the 2025-2030 period, especially highlighting the year 2025 as a pivotal year that will usher in a new era. “If we fail to keep up with the pace of reform, if we do not make breakthroughs right now, we will miss this golden opportunity and lag in the global race”, he stressed.

For the year 2025, the General Secretary proposed eight key tasks for the entire political system, including: developing specific action programs for the four resolutions; reviewing the legal system; initiating digital transformation and innovation programs; promoting international integration; improving the business investment environment; reorganizing the apparatus; training high-quality human resources; and enhancing communication to create social consensus.

The General Secretary affirmed that, more than ever, the Central Committee is united and highly unanimous in its determination to successfully achieve the goals set by the 13th National Congress and prepare well to lead the country into a new stage of development: prosperity and happiness.
