The Thien Ke Xanh Social Housing Project is a noteworthy initiative led by Kehin Joint Stock Company as the investor. Spanning an area of 10.95 hectares and with a total investment of VND 1,658 billion, the project comprises 993 apartments and an array of essential amenities. These include high-rise apartment buildings, low-rise social housing, shophouses, a medical station, schools, a park, a cultural house, and a parking lot.

During the groundbreaking ceremony, Mr. Tran Duy Dong, Chairman of the People’s Committee of Vinh Phuc Province, emphasized the implementation of Decision No. 338 by the Prime Minister. This decision approves the project “Investing in building at least 1 million social housing units for low-income people and industrial park workers in the period of 2021-2030.” In alignment with this decision, the People’s Committee of Vinh Phuc Province has issued Plan No. 238 to realize this project within the province.

Mr. Dong also directed specialized agencies and the investor to focus on completing the necessary procedures to commence construction promptly. This timely initiative aims to provide affordable housing options for low-income individuals, workers in industrial parks, and those in need of suitable living accommodations.

The People’s Committee of Vinh Phuc Province, along with relevant departments, the People’s Committee of Binh Xuyen District, and Thien Ke Commune, are committed to accompanying and supporting the investor in developing this social housing project. The project emphasizes a green, clean, and aesthetically pleasing environment, complemented by comprehensive infrastructure for transportation, electricity, water supply and drainage, and telecommunications. Additionally, essential social infrastructure for healthcare, education, and cultural activities will be provided to ensure a harmonious balance between the interests of investors and the daily lives of workers, employees, and low-income individuals.

Mr. Tran Duy Dong also proposed that the Ministry of Construction advise the Government and authorized agencies to perfect the system of legal documents related to social housing development. By streamlining the selection of investors and expediting associated procedures, more social housing projects can be completed. This will ultimately fulfill the housing needs of low-income individuals and industrial park workers, offering them improved living conditions in cleaner and more beautiful accommodations.

During the ceremony, Mr. Nguyen Van Sinh, Deputy Minister of Construction, requested that the People’s Committee of Vinh Phuc Province direct the departments, branches, and local governments to continue facilitating the implementation of this project. This includes expediting the next steps, such as land handover, design appraisal, and construction permits, in accordance with the law.

Regarding other projects with selected investors, it is imperative to urgently hand over the land fund, conduct design appraisals, issue construction permits, and closely monitor the progress of social housing investors. This proactive approach will ensure that construction commences promptly in 2025, setting a solid foundation for achieving subsequent year’s targets.

Continued attention should be given to reviewing and supplementing urban planning and industrial park planning, ensuring that sufficient land is allocated for social housing development. The locations chosen for social housing projects must be carefully selected and prioritized for their aesthetic appeal and convenient access to urban and industrial areas. By doing so, we can more easily attract residents and workers to these well-located and well-connected communities.

The Ministry of Construction has mandated a reduction and simplification of administrative procedures related to social housing investment and construction. This includes processes such as project establishment and approval, investor selection, land allocation and leasing, and site clearance. By streamlining these procedures, we can effectively support and encourage enterprises to invest in the development of social housing projects.


Target of nearly 9,000 new social housing units in 2025

According to the People’s Committee of Vinh Phuc Province, to implement the Vinh Phuc Housing Development Program by 2030, with a vision towards 2045, the province will diversify and enhance the quality of various housing types. A particular focus will be placed on developing social housing and housing for workers, striving to meet practical housing needs while ensuring sustainable and modern development. Along with contributing to economic growth, the province has consistently prioritized the development of social housing, demonstrating a commitment to progressive and equitable social goals. This strategy is designed to provide a solid foundation for building an efficient and effective research base that meets the diverse needs of its residents.

As a result of these efforts, the province has constructed and repaired houses for more than 3,000 families with revolutionary contributions. Additionally, during the 2021-2023 period, new and repaired houses were provided for over 1,400 impoverished households. Currently, the total housing area in the province stands at 37 million square meters, comprising nearly 295,000 houses. Specifically, the urban area accounts for nearly 14 million square meters, including over 107,000 houses.

Presently, there are 16 apartment buildings and 7 social housing projects for low-income individuals and workers, offering 1,818 apartments and approximately 109,000 square meters of floor space. In addition, 64 commercial housing projects are under development, spanning more than 2,000 hectares. This includes low-rise housing with nearly 36,000 units and 10.5 million square meters of floor space, as well as apartment buildings with nearly 23,000 units and 2.9 million square meters of floor space. Furthermore, 7 social housing projects are in the pipeline, covering an area of 32 hectares, providing approximately 4,400 apartments and 516,000 square meters of floor space.

The province of Vinh Phuc has set ambitious targets for the end of 2025. These include achieving an average housing area of 32.5 square meters per person, completing and introducing over 19,000 commercial housing units with a total floor area of 4.6 million square meters to the market, and developing nearly 9,000 new social housing units. The province aims for social housing rentals to account for a minimum of 20% of the total, and it will continue to support the construction of new houses for 500 families with revolutionary contributions and 1,200 impoverished households.
