The Government Office has just announced the conclusion of Prime Minister Pham Minh Chinh at the 17th meeting of the Steering Committee for key projects and works of the transport sector, according to the Chinh Phu Newspaper.

Regarding the 2025 target, the Prime Minister emphasized that there should be no changes to the plan and no negative incidents, cost overruns, or delays. The main task is to complete 3,000 km of expressways, substantially finish the Long Thanh International Airport, and commence construction of the Lao Cai – Hanoi – Hai Phong railway at five points on December 19th.

To achieve this, the Prime Minister instructed relevant agencies to maximize the mobilization of resources, equipment, and modern technology to complete important expressways by the December 19th deadline. These include the An Huu – Cao Lanh, Vanh Dai 3 in Ho Chi Minh City, Tuyen Quang – Ha Giang, and Bien Hoa – Vung Tau expressways.

The Prime Minister urged agencies to proactively address bottlenecks within their authority and promptly report matters beyond their competence. He stressed that there should be no avoidance or passing of responsibilities.

The head of the government instructed Vietnam Airports Corporation (ACV) to maintain tight control over quality and safety while organizing scientific construction to complete Component Project 4 by 2025. The managing agencies must take full responsibility for the progress and ensure that the component projects are implemented synchronously and effectively, substantially completing the Long Thanh International Airport by December 19th.

Long Thanh Airport is Expected to Compete with Major Airports

According to the Chinh Phu Newspaper, at the Ministry of Construction’s monthly meeting for April and deployment of key tasks for May 2025, Minister Tran Hong Minh instructed the investor to direct the construction units of Long Thanh International Airport to concentrate resources and closely monitor the construction progress of each item. The goal is to substantially complete the airport by the end of 2025.

Representatives from the Vietnam Airports Corporation (ACV) shared that they are expediting the completion of relevant procedures and are determined to commence construction of the second runway at Long Thanh International Airport by the end of May or early June.

“The project will be constructed within 12 months, ensuring operation alongside the first runway when the Long Thanh International Airport Project is put into operation with all items (expected in the first half of 2026),” said the ACV leader.

Up to now, the first runway has been electrified, “lit up,” and ready for calibration flights, reducing the schedule by three months compared to the plan.

Regarding the two connecting transport routes, route T1 has been basically completed, with 2/3 of the concrete asphalt layers completed in April 2025. Route T2 is accelerating to meet the deadline on September 2nd.

The aircraft parking lot and fuel supply package are on track to meet the required progress, with substantial completion expected by the end of 2025.

For the terminal building, the lifting of the 5,300-ton central steel roof has been completed, and the roofs of the three wings have been completed for the first layer. Regarding the hangar (aircraft maintenance facility), Vietnam Airlines has initiated the basic design, and the specialized agency has completed the inspection. Relevant procedures are being finalized, aiming for construction commencement in June. Vietjet is also simultaneously working on the design and selecting a construction unit to expedite the progress of the item under its responsibility.

Currently, Package 4.8 is the critical path of the project with a large volume of work, consisting of more than 20,000 tasks. Contractors are working day and night to accelerate progress. The drainage and technical tunnels (over 22 km long) are expected to be completed by June.

Long Thanh Airport is located in the Southeast region, about 40 km from Ho Chi Minh City, one of Vietnam’s critical economic regions. With its proximity to the gateway to Southeast Asian markets and easy connectivity to major countries such as China, India, Japan, South Korea, and ASEAN countries, Long Thanh has the advantage of connecting flights to and from East Asian and South Asian countries.

Long Thanh is designed to become a large international airport with a capacity to handle over 100 million passengers annually upon completion. Phase 1 focuses on constructing one runway and a passenger terminal with a capacity of 25 million passengers per year, expected to be completed by the end of 2025.

The Long Thanh International Airport Project has a total investment of over $16 billion, with Phase 1 expected to be operational in 2026 with an investment of $5.45 billion and a capacity of 25 million passengers per year.
