Mr. Le Huu Hoang, Vice Chairman of the People’s Committee of Khanh Hoa Province, has signed a decision to revoke the land lot 28E Tran Phu, Vinh Nguyen Ward, Nha Trang City, with an area of 20,112.1 square meters.
The decision was made to confiscate evidence following the rulings of the Khanh Hoa Provincial People’s Court in Case No. 103/2023/HSST dated December 18, 2023, and the Da Nang High-Level People’s Court in Case No. 579/2024/HS-PT dated November 28, 2024.

The 28E Tran Phu land lot comprises two adjacent land parcels managed by the Khanh Hoa Power Joint Stock Company and the Central Power Corporation’s Rehabilitation Center. On January 2, 2013, Dinh Vang Limited Liability Company submitted a proposal to the People’s Committee of Khanh Hoa Province, requesting investment agreement for a luxury hotel project on the land lot, covering an area of over 14,000 square meters, which was then managed by the Khanh Hoa Power Company.
However, during the implementation of the Nha Trang Golden Gate Hotel and Resort Complex project as proposed by Dinh Vang Company, the accused individuals, including Nguyen Chien Thang and Le Duc Vinh (former Chairmen of the People’s Committee of Khanh Hoa Province), Dao Cong Thien (former Vice Chairman of the People’s Committee of Khanh Hoa Province), and Vo Tan Thai (former Director of the Department of Planning and Investment and former Director of the Department of Natural Resources and Environment), committed multiple violations in selecting the investor, issuing and adjusting investment certificates for residential construction projects, agreeing on architectural plans, planning decisions, land revocation, land allocation, land lease, and land-use right certificates without conducting auctions or tenders. These actions resulted in a loss of nearly VND 138 billion to the state budget.
In the first-instance trial held in late 2023, the Khanh Hoa Provincial People’s Court sentenced Nguyen Chien Thang to 5 years and 6 months in prison, Vo Tan Thai to 4 years in prison, and both Le Duc Vinh and Dao Cong Thien to 3 years and 6 months in prison. Regarding civil liability, the Trial Panel ruled that the People’s Committee of Khanh Hoa Province should recover and manage the entire land lot at 28E Tran Phu in accordance with the law.
In late 2024, the Da Nang High-Level People’s Court rejected all appeals filed by Dinh Vang Nha Trang Limited Liability Company regarding the land lot at 28E Tran Phu, upholding the original verdict of the Khanh Hoa Provincial People’s Court.
The Da Nang High-Level People’s Court also recommended that after the revocation of the land lot, the People’s Committee of Khanh Hoa Province should consider prioritizing Dinh Vang Nha Trang Company to continue the project if the company meets all legal requirements, complies with local planning and policies, and demonstrates full capacity to fulfill its obligations to the state.
