The conclusion of the Politburo and the Secretariat on key tasks for streamlining organizational apparatuses and administrative units by June 30 was mentioned in Conclusion No. 155.

The Politburo and Secretariat are in agreement with the report on the situation and progress made in streamlining the organizational apparatus of the political system in line with the spirit of the 11th Plenum of the 13th Party Central Committee’s Resolution. They also concur with the proposals and recommendations presented in the reports regarding tasks that need to be focused on from now until June 30 to ensure the successful achievement of set goals.

The Politburo and Secretariat instruct to actively listen to and promptly address responsible opinions from organizations and individuals. They also emphasize the need to carefully review and effectively implement policies regarding officials, public employees, and laborers affected by the streamlining process, especially those from ethnic minorities and religious backgrounds.

The Politburo and Secretariat direct attention to managing, monitoring, and urging officials and party members to set an example by strictly adhering to labor discipline and striving to fulfill their tasks. They also instruct resolute handling of any violations or wrongdoing in the organizational and personnel work during the streamlining process, and rectifying the situation of working perfunctorily, which affects the functioning of the apparatus.

The conclusion emphasizes: “Strict adherence to regulations on state secret protection, discipline in speaking and managing and using information on social networks; proactive prevention of leaks of state and internal secrets related to streamlining and streamlining the apparatus.”

To promptly address difficulties and problems that arise during the streamlining process and ensure the smooth operation of the two-level local government as per the set schedule and quality standards, the Politburo and Secretariat assign Central Party committees, the Government Party Committee, Party Committees of ministries, ministerial-level agencies, provincial and municipal Party Committees to promptly establish standing offices (focal points) to receive, guide, and address contents, proposals, and recommendations from agencies, units, and localities.

These standing offices will function from now until the end of October 2025. During their operation, they will closely monitor, promptly grasp, and proactively resolve issues within their competence. They will also synthesize, report, and advise competent authorities to consider and resolve or make appropriate adjustments, ensuring no impact on the general progress.

The Central Propaganda and Education Commission and the Central Commission for Mass Mobilization are assigned to take the lead in formulating plans and effectively implementing propaganda and education on the Party and State’s guidelines and policies.

These two commissions are also tasked with strengthening the fight against wrong and hostile views and harmful information on cyberspace related to the situation and results of the implementation of resolutions, conclusions, and directives of the Central Committee, the Politburo, and the Secretariat on streamlining organizational apparatuses and administrative units.

The Politburo and Secretariat request that the Ho Chi Minh National Academy of Politics, in coordination with the Central Party committees, the Government Party Committee, the Party Committee of the Vietnam Fatherland Front, and the Central Mass Organizations, develop content and plans for online training on professional knowledge and skills related to Party building and state administration for new commune-level officials, to be implemented immediately in May.

The Central Committee’s Office is assigned to take the lead in guiding the completion of procedures for the payment of policies for officials, public employees, and laborers who have to leave their jobs due to the streamlining at the Central Party committees’ agencies.

The Central Inspection Commission, in coordination with the Party Committee of the Government Inspectorate, shall guide the inspection and supervision of the implementation of tasks and contents according to the resolutions, conclusions, and directives of the Central Committee, the Politburo, and the Secretariat on streamlining organizational apparatuses and implementing the two-level local government model, especially in terms of decentralization and devolution.

The Central Organization Commission, in coordination with the Central Inspection Commission, shall monitor the implementation of tasks and contents according to the resolutions, conclusions, and directives of the Central Committee, the Politburo, and the Secretariat, and periodically report to the Politburo and Secretariat on the implementation results of the officials under the management of the Politburo and Secretariat.
