Thanh Hoa, Ha Nam, Lam Dong, and Ba Ria-Vung Tau: Leading Provinces in Public Investment Disbursement

According to the report presented at the conference, on December 4, 2024, the Prime Minister assigned the investment plan for the state budget in 2025 to ministries, agencies, and localities, with a total capital of nearly VND 829,400 billion. This figure reached 100% of the plan allocated by the National Assembly, reflecting the determination to promote public investment disbursement from the beginning of 2025.

As of April 30, the estimated disbursement for the whole country was VND 128,500 billion, reaching 15.56% of the plan assigned by the Prime Minister, lower than the same period in 2024 (16.64%) but higher by VND 18,000 billion in absolute value.

The report also showed that 10 out of 47 central ministries and agencies and 36 out of 63 localities had a disbursement rate above the national average.

Among them, several units with large capital allocations and high disbursement rates include: Ministry of National Defense (allocated over VND 23,000 billion, disbursed 16.3%), Ministry of Public Security (allocated VND 4,100 billion, disbursed 27.3%), Ministry of Agriculture and Environment (allocated VND 22,300 billion, disbursed at 16.6%), Thanh Hoa (allocated VND 13,300 billion, disbursed 39.2%), Ha Nam (allocated VND 10,600 billion, disbursed 38.4%), Lam Dong (allocated VND 7,240 billion, disbursed 30.1%), and Ba Ria-Vung Tau (allocated VND 13,800 billion, disbursed 26.6%).

Additionally, the disbursement for national target programs reached 21.4% of the plan assigned by the Prime Minister, higher than the same period in 2024.

Many projects, especially important national projects, were implemented urgently with a spirited construction pace, overcoming challenges posed by weather conditions and working tirelessly during holidays and festivals. Priority was given to capital allocation and the rapid implementation of key projects in high-speed roads, high-speed railways, airports, seaports, and infrastructure for education, healthcare, and social welfare.

The country also witnessed the simultaneous groundbreaking and inauguration of 80 key projects and strategic infrastructure to commemorate the 50th anniversary of the Liberation of the South and the Reunification of Vietnam. This included the inauguration of Terminal T3 at Tan Son Nhat Airport and the main route of 5 component projects of the North-South Expressway.

The report also highlighted the strong adoption and mastery of modern technologies by contractors and management agencies, accelerating construction progress and enhancing the quality of projects such as the Long Thanh International Airport, Ben Cang 3, 4, 5, and 6 in Lach Huyen Port.

17 Central Ministries, Agencies, and 21 Localities Yet to Fully Allocate the Planned Capital

Concluding the conference, Prime Minister Pham Minh Chinh agreed with the reports and opinions presented. Summarizing some outstanding results, the Prime Minister, on behalf of the Government, acknowledged, commended, and highly appreciated the achievements of ministries, agencies, and localities, especially the 10 central ministries and agencies and 36 localities with disbursement rates above the national average.

The Head of the Government also specially commended the officials, workers, and employees on the construction sites and expressed gratitude to the people who gave up their land, homes, livelihoods, and places of worship for the projects, demonstrating their trust in the Party and the State. This has made an important contribution to promoting growth, macroeconomic stability, and the development of strategic infrastructure in the new era.

Regarding existing shortcomings and limitations, the Prime Minister emphasized that 17 central ministries and agencies and 21 localities have not fully allocated the planned capital, with a total value of nearly VND 8,000 billion, which must be allocated within May. 37 out of 47 ministries and agencies and 27 out of 63 localities have a disbursement rate below the national average, including some units with large capital allocations but low disbursement rates.

The disbursement progress of some important national projects, key projects in the transport sector, and inter-regional transport projects managed by localities remains slow, such as the high-speed road projects from Tuyen Quang to Phu Tho connecting to the Noi Bai-Lao Cai Expressway; Hoa Binh-Moc Chau-Son La; Gia Nghia-Chon Thanh; the fourth ring road of Ho Chi Minh City; Tan Phu- Bao Loc, and Bao Loc-Lien Khuong.

According to the Prime Minister, there are still challenges in disbursing public investment capital, including site clearance, technical standards, raw material supply, and ODA disbursement. Inspection and supervision have been lax at times; some ministries, agencies, and localities have not been proactive and determined, and there has even been a mentality of avoidance and passing the buck, waiting for instructions.

In addition, the implementation of the conclusions and directions of the Government and the Prime Minister has been slow at times. The capacity to manage and organize the implementation of national target programs in some places is limited, affecting the effectiveness of policy implementation at the grassroots level.
