Minister of Construction Tran Hong Minh has just issued an official dispatch to the People’s Committees and Departments of Construction of the provinces: Lang Son, Yen Bai, Tuyen Quang, Phu Tho, Ninh Binh, Ha Tinh, Quang Binh, Quang Tri, Dak Lak, Dong Thap, and Da Nang city, along with the Project Management Units for Transport and Rural Development in Dak Lak, and the Project Management Unit for Maritime and Inland Waterways.
The official dispatch states: According to the report on the disbursement of the central budget investment plan for 2025 by investors and project management units, as of the end of April 2025, the Ministry of Construction has disbursed only 15.88% of the plan assigned by the Prime Minister, lower than the same period in 2024 (20.97%).
Slow progress and disbursement
Notably, for projects under the management of local authorities and three projects with integrated local capital, progress and disbursement remain slow. Six projects have very low disbursement rates, and some have not started disbursement yet.
Given this situation, the Minister of Construction requests the People’s Committees of the provinces and cities to direct the Directors of the Departments of Construction, Project Management Units, and heads of relevant agencies and units to focus on implementing the mentioned solutions to promote the implementation and disbursement of public investment capital on schedule.
The Ministry of Construction emphasizes that speeding up disbursement must be accompanied by ensuring the quality of works and projects, absolutely preventing negativity, waste, and violations of legal regulations.
Local involvement is crucial
At the same time, the People’s Committees of the provinces and cities need to require local authorities and political systems to join hands in resolving prolonged land clearance issues. They should promptly hand over the construction ground to the organizing units, ensuring the completion and handover of projects as scheduled.
The Ministry of Construction also warns that in case the land clearance issue is not resolved thoroughly, leading to the inability to complete the project on time, especially for projects that have been extended by competent authorities and projects with integrated local capital, the Ministry will report to the competent authorities to consider halting the project and transferring it back to the locality for continued management and investment in accordance with the Law on Roads in 2024 and Decree No. 65/2024.
These measures aim toward the goal of disbursing 100% of the central budget capital plan assigned by the Prime Minister for 2025, contributing to achieving the economic growth target of 8% or higher in 2025, while also completing and handing over projects on schedule, especially those that need to be finished within this year.
