Vision and Development Strategy
With a bold aspiration to become a leading innovation and startup hub in Asia by 2045, Da Nang is strategically developing a harmonious startup ecosystem. The city is particularly focused on pioneering technologies such as Artificial Intelligence (AI), semiconductors, blockchain technology, cloud computing, quantum computing, renewable energy, and biotechnology. Beyond local connections, Da Nang is expanding its global collaborations, aiming to become the economic and technological center of Central Vietnam, housing the Da Nang Innovation and Startup Support Center.
Strategically located on the North-South axis and boasting modern transportation infrastructure, including an international airport and the region’s largest seaport, Da Nang attracts startups and investors alike. The upcoming merger with Quang Nam province will expand the city’s area to nearly 12,000 square kilometers, accommodating a population of over 3 million. This expansion will provide abundant resources and an ideal living environment for entrepreneurial endeavors.

Da Nang has introduced nearly 30 policies to support science, technology, and innovative startups, including unique and groundbreaking initiatives. These policies cover controlled testing of new technology solutions, tax exemptions for innovative startups and support activities, infrastructure usage support for science and technology assets, non-refundable state budget support for creative project development, and infrastructure support for the semiconductor and AI industries. Additionally, the city offers policies to encourage technology upgrades, intellectual property development, and recognition for outstanding scientists, organizations, and individuals contributing to science, technology, and creative startups. These policies reflect the city’s unwavering commitment to fostering a thriving innovative startup ecosystem.
Furthermore, Da Nang is implementing long-term strategic plans, including the establishment of the Da Nang Free Trade Zone and the International Financial Center. These initiatives are expected to provide a significant boost to the city’s economy, creating a conducive business environment and attracting domestic and foreign investments.
The city has also made significant investments in startup infrastructure. The Da Nang Innovation and Startup Support Center, with a budget of approximately VND 500 billion, serves as a central hub for connecting and supporting startup projects. Software Park No. 2, spanning over 92,000 square meters, is designed to accommodate 6,000 employees, primarily serving the semiconductor and AI industries. Da Nang also boasts a modern digital infrastructure, including the international submarine fiber optic cable systems APG and SMW-3, and a world-class ICT infrastructure comprising the Da Nang Metropolitan Area Network (MAN), Data Center, and city-wide wireless connectivity (Wifi).
A Vibrant and Dynamic Startup Ecosystem
Da Nang’s startup ecosystem is thriving and diverse, hosting over 50 events annually, including SURF, DAVAS, Hackathon, and Startup Runway. These events attract thousands of participants from Vietnam and abroad, fostering a dynamic community for young entrepreneurs. The city is also witnessing a rapid expansion of co-working spaces, incubators, and startup support centers, providing a nurturing environment for aspiring business leaders.
The city’s high-quality human resources are another key strength. With 18 universities, 15 colleges, and numerous training institutions, Da Nang educates over 100,000 students annually. A strong foundation of 251 professors and associate professors, along with research experts, drives innovation and creativity.
Notable Achievements
Da Nang’s dedication to developing its innovative startup ecosystem has yielded remarkable results. The city has been recognized four times with the title “Attractive Innovative Startup City” in 2020, 2022, 2023, and 2024 by the Vietnam Software and IT Services Association. Additionally, it has been acclaimed as an “Excellent Smart City” for five consecutive years. The Vietnam Chamber of Commerce and Industry honored Da Nang as a “Typical Locality in Building a Startup Ecosystem.” Furthermore, the city received accolades from the Vietnam Chamber of Commerce and Industry for its role in fostering startups and from the Ministry of Science and Technology for its outstanding contributions to the national innovative startup ecosystem. In the Local Innovation Index (PII) rankings for 2024, Da Nang ranked 5th out of 63 provinces and cities nationwide. The city was also recognized as one of the “Top organizations/localities proactively implementing Industry 4.0 and digital transformation.”
