The government has submitted to the National Assembly a draft resolution on exempting and supporting tuition fees for preschool and general education students.

To be implemented from the 2025-2026 school year

On May 22, the government submitted to the National Assembly a draft resolution of the National Assembly on exempting and supporting tuition fees for preschool and general education students, and those enrolled in general education programs at educational institutions within the national education system.

Minister of Education and Training Nguyen Kim Son said that based on the conclusions and directions of the competent authorities, the government proposed to the National Assembly to exempt tuition fees for preschool and general education students, and those enrolled in general education programs at public educational institutions.

At the same time, support tuition fees for preschool and general education students, and those enrolled in general education programs at non-public and private educational institutions. The level of support for tuition fees will be decided by the Provincial People’s Council. The government proposes to implement this policy from the 2025-2026 school year.

Regarding the support for tuition fees for students at non-public and private educational institutions, Minister Nguyen Kim Son explained that preschool children aged 5 at non-public and private institutions, primary school students at private schools in areas where there are not enough public schools, and lower secondary students at private schools are currently supported by the state budget for tuition fees.

Therefore, providing support for students at both public and non-public institutions fully demonstrates the superiority of the regime, ensuring unity in policy implementation, fairness in accessing education, encouraging the development of non-public education, and promoting socialization of education. This regulation is also in line with the 2013 Constitution, the Law on Education, and the Conclusions and Directions of the Politburo.

According to statistics from the 2023-2024 school year, there were a total of 23.2 million students in the country, with the majority (21.5 million) in public schools and 1.7 million in non-public schools.

Of these, 4.8 million were preschool children, 8.8 million were primary school students, 6.5 million were lower secondary students, and 2.99 million were high school students.

It is estimated that the total cost to implement the policy of exempting and supporting tuition fees for students from preschool to grade 12 nationwide from September 1, 2025, will be VND 30,000 billion. Of this, VND 28,700 billion will be for public schools and VND 1,900 billion for non-public and private schools.

Thus, to fully implement the direction of expanding tuition exemption and support in accordance with the conclusion of the Politburo, the state budget needs to increase by VND 8,200 billion.

Comprehensive assessment of local budget balance

Nguyen Dac Vinh, Chairman of the National Assembly’s Committee on Culture and Society, said that the Committee agreed on the necessity to issue the resolution. The Committee basically agreed with the policy of exempting and supporting tuition fees for preschool and general education students at public, non-public, and private institutions as proposed in the draft resolution.

Regarding the method of paying tuition support for preschool and general education students, and those enrolled in general education programs at non-public and private educational institutions, based on the opinion of the Standing Committee of the National Assembly, the Committee proposed that the Government study and prescribe the method of paying support directly to the learners.

The reviewing agency also requested the drafting agency to comprehensively assess the local budget balance, especially in localities with difficult socio-economic conditions.

At the same time, supplement the financial amount for students enrolled in general education programs at regular education institutions, other educational institutions into the total financial demand of the state budget to implement the exemption and support of tuition fees from the 2025-2026 school year for objects according to the draft resolution.
