The ceremony was also attended by Bui Thi Minh Hoai, Politburo member and Hanoi Party Committee Secretary, Tran Sy Thanh, Party Central Committee member and Chairman of the Hanoi People’s Committee, along with leaders of ministries, sectors, central agencies, and Hanoi.

The Tu Lien Bridge project is of significant importance and has received special attention from the Party and Government leaders. According to the direction of General Secretary To Lam at the working session with the Hanoi Party Committee Standing Board on November 27, 2025, and Resolution No. 77/NQ-CP of the Government’s regular meeting in March 2025 and the Government’s teleconference with localities, the project needs to be implemented soon.

The investment project for the construction of the Tu Lien Bridge and roads at both ends comprises four sub-projects, with a total investment of approximately VND 19,830 billion. Among them, the three sub-projects for site clearance have a total investment of about VND 4,332 billion, a total land area of about 62.53 ha, and about 701 cases of land recovery.

The Tu Lien Bridge and road construction project is managed by the Project Management Unit for Transport Construction Works in Hanoi, with a total investment of about VND 15,498 billion. The contractor is a joint venture between the Pacific Construction Group (China), VinGroup, and some other partners.

The approach road at the Nghi Tam end is 48 meters wide, while the road at the Dong Anh end is 60 meters wide. The Tu Lien Bridge is a cable-stayed bridge with a width of 43 meters (steel truss main span of 500 meters and a tower height of 185 meters), incorporating cantilever and steel construction methods. The project also includes two intersections with Nghi Tam and Truong Sa roads, tunnels, and technical infrastructure, sidewalks, lighting, architectural lighting, and greenery.

Up to this point, the implementation of the project has been effective, ensuring the commencement of construction on the entire route, with completion expected in 2027.

The Tu Lien Bridge is one of 18 road bridges across the Red River under the Hanoi Capital Transport Development Planning until 2030, with a vision towards 2050. The goal is to connect transportation and socio-economic infrastructure on both sides of the Red River in the capital, contributing to the target of achieving growth of over 8% in 2025 and laying the foundation for double-digit growth in the following years for the capital city in particular and the whole country in general.

This is the first bridge project across the Red River to be inaugurated in 2025, paving the way for the construction of six other major bridges: Tran Hung Dao Bridge, Thuong Cat Bridge, Ngoc Hoi Bridge (Ring Road 3.5), Hong Ha Bridge, Me So Bridge (Ring Road 4), and Van Phuc Bridge.

The completion of the bridge will facilitate the connection between the Hanoi city center and the area north and northeast of the Red River, as well as Thai Nguyen province. It will also connect to the National Exhibition Center and the road from Gia Binh airport to the Hanoi city center, contributing to the socio-economic development of Hanoi and the Capital Region.

With its cable-stayed design featuring two cable planes, a large main span length, and tower height, and crossed cables on one plane, the Tu Lien Bridge will be an architectural highlight. Upon its completion in 2027, it will be one of Hanoi’s iconic bridges.

According to Hanoi People’s Committee Chairman Tran Sy Thanh, following the direction of the Party and State leaders, Hanoi has been vigorously implementing tasks with innovative and flexible solutions. These include issuing a plan for project implementation with specific timelines, organizing weekly meetings, establishing a “green channel” mechanism to process documents within 24 hours of receipt, and deciding on the selection of contractors in exceptional cases for consulting packages exceeding the bidding limit (applying Decree No. 17/2025/ND-CP dated February 6, 2025, of the Government).

As a result, just five months after the direction of the Party and State leaders, the project has completed the preparation work and met the conditions for groundbreaking, whereas similar projects in the past took many years.

Speaking at the event, Prime Minister Pham Minh Chinh expressed his delight to attend the groundbreaking ceremony in the joyful atmosphere as the country is vigorously emulating and celebrating the 135th birthday of President Ho Chi Minh (May 19, 1890 – May 19, 2025) and preparing for the 80th anniversary of the August Revolution and National Day on September 2nd. This event also follows a series of successful groundbreaking and inauguration ceremonies for key national projects and major works on the occasion of the 50th anniversary of the liberation of the South and national reunification (April 30, 1975 – April 30, 2025).

This event also affirms Hanoi’s strong transformation and sustainable development, promoting its role as the country’s economic locomotive. However, during its development process, Hanoi also faces challenges, particularly in infrastructure and environmental issues. A suitable and feasible direction, focusing on key priorities, is necessary to allocate resources effectively.

The Prime Minister emphasized that the Tu Lien Bridge project would contribute to solving Hanoi’s traffic problems, connecting different areas within the city, and facilitating regional and international connections through Noi Bai and Gia Binh airports.

Additionally, it will promote Hanoi’s economic growth to reach the target of 8% this year, create new development space, increase land value, and promote the development of services, tourism, culture, and entertainment in the area north of the Red River.

The Prime Minister highly appreciated Hanoi and relevant agencies for their tireless efforts and completion of a considerable amount of work as committed, including approving investment policies, preparing investments, designing, selecting contractors, and clearing the site.

Believing that Hanoi will gain more experience and fulfill its responsibilities in implementing major transport infrastructure projects in the future, the Prime Minister requested that the Hanoi authorities continue to promote a proactive, creative, and positive spirit in project implementation. He called for the mobilization of the entire political system to complete site clearance for the project promptly, paying attention to ensuring that the local people’s new residence is better than their previous one.

The Prime Minister requested that the Project Management Unit fulfill its responsibilities, and the contractors strive to shorten the construction time to 24 months while ensuring quality, avoiding cost overruns, and maintaining technical and artistic standards. Environmental hygiene and safety must be guaranteed, and corruption, waste, and negativity must be prevented by applying advanced technology and modern equipment.

The Prime Minister expected the bridge to be an architectural highlight, creating a beautiful landscape that befits and honors Hanoi’s thousand-year-old culture and history as a City for Peace.

The Prime Minister suggested that the contractors cooperate closely, increase the use of local labor and materials, and promote the transfer of modern technology. Consulting units should fulfill their responsibilities and closely monitor the project’s progress.

The Prime Minister requested that ministries, sectors, and central agencies proactively work with Hanoi to promptly handle any arising issues. If any difficulties or obstacles are encountered, they should be reported promptly to the Prime Minister.

The Prime Minister expressed his sincere thanks to the people in the affected areas who were willing to give up their land and relocate to make way for this important project. He called for their continued support for the project, harmonizing the interests of the State, the people, and businesses, as well as for other works, to contribute to building a rich, civilized, and prosperous capital and country and ensuring a warm and happy life for the people.
