On the morning of the 23rd of May, the National Assembly held group discussions to evaluate the supplementary results of the socio-economic development plan and the state budget for 2024, as well as the implementation of the socio-economic development plan and state budget in the first months of 2025.

The delegates also gave their opinions on the approval of the state budget settlement for 2023 and the supplementary budget for regular expenditures (from non-refundable foreign aid) for 2025.

Ho Chi Minh City and several provinces are proposed to continue with special mechanisms after the merger.

The transition to applying certain special mechanisms and policies that the National Assembly has allowed to be implemented in some localities after the reorganization of the apparatus and the expansion of administrative boundaries according to the guidelines of the Party and the State was also discussed.

As presented in the Government’s report, there are currently ten localities in Vietnam, including Hanoi, Haiphong, Thanh Hoa, Nghe An, Hue, Danang, Khanh Hoa, Buon Ma Thuot, Ho Chi Minh City, and Can Tho, that are applying special mechanisms and policies according to specific laws and resolutions of the National Assembly.

Among these, Haiphong, Danang, Khanh Hoa, Dak Lak (related to Buon Ma Thuot), Ho Chi Minh City, and Can Tho will be directly affected by the reorganization of local government to two levels. Therefore, there is a need for transitional regulations to continue applying the special mechanisms and policies currently in place in these localities.

The Government stated, “Maintaining the special mechanisms and policies for the affected localities after the merger and administrative unit reorganization will create conditions for new growth momentum and boost these localities’ development.”

Based on this, the Government proposed that the National Assembly allow the merged localities of Haiphong, Danang, Khanh Hoa, Ho Chi Minh City, and Can Tho to continue implementing the previous special mechanisms and policies.

Similarly, the newly corresponding wards and communes in the area of Buon Ma Thuot city (Dak Lak) after the commune-level rearrangement will continue to apply the special mechanisms and policies that the National Assembly has permitted.

In the afternoon of the same day, the National Assembly will discuss in the hall the draft Law amending and supplementing some articles of the Law on Bidding, the Law on Investment in the form of Public-Private Partnership, the Law on Customs, the Law on Export and Import Taxes, the Law on Investment, the Law on Public Investment, and the Law on Management and Use of Public Assets.
