The Ministry of Home Affairs recently announced updates on the progress of constructing a new salary scale based on job positions. This initiative is in line with Conclusion No. 83-KL/TW of 2024 by the Political Bureau, which assigned the Central Economic Committee to lead the review of Resolution No. 27-NQ/TW of 2018.
The Ministry, in collaboration with the Party Committee of the Ministry of Home Affairs and relevant ministries and sectors, is studying, evaluating, and proposing the implementation of five new salary scales and nine allowance regimes for the public sector. These proposals will be submitted to the Central Committee for consideration after 2026.

Resolution No. 27-NQ/TW stipulates the development of five new salary scales for officials, public employees, and armed forces personnel based on job positions, professional titles, and leadership roles. This resolution will replace the current salary system and ensure that the transition to the new scales does not result in lower salaries. The five salary scales are as follows:
Salary Scale 1: Leadership Position Salary Scale, applicable to officials, public employees, and civil servants holding elected or appointed leadership positions within the political system, ranging from the central to communal levels.
Salary Scale 2: Professional and Occupational Salary Scale, applicable to public employees and civil servants who do not hold leadership positions, following the professional rank system for public employees and the occupational title system for civil servants.
Salary Scale 3: Military Officer Salary Scale, applicable to military officers and professional non-commissioned officers in the public security sector, based on their positions, titles, and military or police ranks.
Salary Scale 4: Military Technical Expert Salary Scale, applicable to military technical experts and professional technical staff in the public security sector.
Salary Scale 5: Defense Industry Worker Salary Scale, applicable to defense industry workers and public security industry workers, maintaining the current salary ratio between the armed forces and administrative public employees.
Additionally, the resolution outlines nine types of allowances under the new salary regime, including allowances for dual responsibilities, seniority beyond the pay scale framework, geographical location, job responsibility, mobility, occupational hazards, work in economically and socially challenging areas, administrative unit classification, and specific allowances for the armed forces.
However, according to the Ministry, this initiative will be presented to the Central Committee for consideration after 2026, once the system of job position catalogs within the political system is officially issued and implemented.
Regarding the base salary increase for 2025, the Ministry of Home Affairs stated that, despite being the final year of the five-year socio-economic development and financial plan (2021-2025), the volatile domestic and international economic landscape is expected to pose challenges for state budget revenue. Therefore, there is currently no basis for considering further salary adjustments for officials, public employees, and civil servants, along with other policies, in 2025.
