![]() Prime Minister Requests 100% of Administrative Procedures Related to Businesses to be Performed Online

Prime Minister Pham Minh Chinh has signed Official Dispatch No. 69/CD-TTg on May 22, 2025, requesting ministers, heads of ministerial agencies, and Chairmen of the People’s Committees of provinces and centrally-run cities to focus on completing the review, reduction, and simplification of administrative procedures.
To promptly reduce and simplify administrative procedures, business conditions, processing time, and compliance costs to meet the goals and requirements set by the resolutions of the Politburo and the Government, the Prime Minister requested that ministers, heads of ministerial agencies, and provincial/municipal leaders update, publicly disclose, and synthesize statistics on administrative procedures, business conditions, and compliance costs under their management on the National Database on Administrative Procedures before June 10, 2025.

The Prime Minister requested an urgent review and reduction of administrative procedures related to production and business activities, ensuring a reduction of at least 30% in processing time, 30% in compliance costs, and 30% in business conditions in 2025, with further significant reductions in subsequent years, in line with the Politburo’s Directive No. 68-NQ/TW on private economic development and the Government’s Resolution No. 66/NQ-CP.
The Prime Minister emphasized minimizing intervention and eliminating administrative barriers, the “license-permit” mechanism, and the “if unable to manage, then prohibit” mentality.
People and businesses should have the freedom to engage in any business activities that are not prohibited by law. There should be a shift from pre-checks to post-checks, along with enhanced inspection and supervision. The management of business conditions should also shift from licensing and certification to public announcement of conditions and post-checks, except for a few sectors that require licensing according to international regulations and practices.
There should be a focus on transparency, digitalization, automation, and the application of artificial intelligence and big data in implementing administrative processes, especially in business establishment, dissolution, land, planning, investment, construction, taxation, customs, and insurance.
It is necessary to continue implementing the approved plan for the delegation of authority for 307 administrative procedures under the Prime Minister’s Decision No. 1015/QD-TTg before June 30, 2025. 100% of internal administrative procedures should be reviewed and simplified in line with new legal regulations on decentralization, delegation, and authorization, as well as the approved roadmap for streamlining the organizational apparatus and implementing the two-level local government model.

The Prime Minister assigned ministers, heads of ministerial agencies, and provincial/municipal leaders to take responsibility before the Government and the Prime Minister for the results of reducing administrative procedures, business conditions, compliance costs, and processing time within their management, in accordance with the goals, requirements, and directives of the Politburo and Government resolutions, as well as the tasks mentioned in this Official Dispatch. Monthly reports (included in administrative reform reports) must be submitted to the Prime Minister before the 25th of each month.
The Government Office is responsible for monitoring and urging the implementation of the above tasks, as well as timely summarizing and reporting to the Prime Minister any issues beyond their authority.
