According to the Ministry of Home Affairs, the administrative procedure for resolving unemployment benefits remains the same as before. However, the powers of the Department of Labor – Invalids and Social Affairs will now be transferred to the Ministry of Home Affairs.

Specifically, the procedure for resolving unemployment benefits is carried out in the following four steps.

Step 1, within three months from the date of termination of the labor contract or work contract, unemployed workers who wish to receive unemployment benefits must directly submit a set of documents to the local employment service center where they wish to receive the benefits.

Step 2, The Employment Service Center is responsible for receiving, inspecting, and issuing a receipt for the documents. They will provide a receipt to the applicant and, in case of incomplete documents, return them and state the reason.

Step 3, within 20 working days from the date of receipt of the valid documents, the Employment Service Center shall examine and submit to the Director of the Ministry of Home Affairs for a decision on the worker’s unemployment benefits. If the worker does not meet the conditions, the Center must provide a written response.

Step 4, within three working days from the date stated on the receipt, the worker must receive the decision on their unemployment benefits. If the worker does not collect the decision or authorize someone else to do so and does not inform the Employment Service Center of the reason for their absence, it will be considered that they do not wish to receive unemployment benefits.

The required documents include three types: Application for unemployment benefits, original or certified copy of documents confirming the termination of the labor or work contract, and Social Insurance Book.

In addition to direct submission, unemployed workers can also apply for unemployment benefits online through the National Public Service Portal to save time and travel costs.

By accessing the link provided, workers will be guided through the steps to register for unemployment benefits. To submit an application online, workers can select the province or city where they wish to apply by clicking on the “List of Public Services” button.

Next, workers can click on the “Online Submission” button in their chosen province or city.

Following this, workers will be able to log in to their account on the National Public Service Portal or their electronic identification account (VNeID) to continue filling out the application as guided by the system.

After completing the online application, workers can track the status and progress of their application on the Public Service Portal by clicking on their name on the right side of the screen and selecting “Manage My Applications.”

Over 120,000 people received unemployment benefits in Q1/2025

According to the Statistics Bureau of the Ministry of Finance, in the first quarter, the unemployment rate among working-age people decreased compared to the previous quarter and the same period last year. The number of unemployed people of working age in the first quarter was about 1.04 million, a decrease of 10,700 people compared to the previous quarter and a decrease of 14,400 people compared to the same period last year. The unemployment rate among working-age people in the first quarter was 2.2%, down from the previous quarter and the same period last year.

Meanwhile, according to statistics from the Ministry of Home Affairs, in the first quarter, nearly 145,000 people applied for unemployment benefits, a decrease of nearly 30,000 people compared to the fourth quarter of 2024 and over 24,000 people compared to the same period last year.

Over 120,000 people received unemployment benefit decisions in the first quarter, and most of the applicants were from the group without qualifications or certificates, the group most vulnerable to labor market exclusion.
