On May 22, in an interview with VTC News, Mr. Le Quang Trung, Director of Dong Nai Department of Health, stated that the authorities had concluded their investigation into two cosmetic products: Hanayuki Shampoo and Hanayuki Sunscreen Body.

“We have submitted an official report to the People’s Committee of Dong Nai Province and the Ministry of Health,” Mr. Trung confirmed.

Administrative fines, recall, and destruction of the husband of singer Doan Di Bang’s company’s shampoo and sunscreen products were recommended.

The Dong Nai Department of Health has proposed administrative sanctions and requested the recall and destruction of the aforementioned two batches. EBC Dong Nai Medical Factory Joint Stock Company (Trang Bom district) manufactured the products under a contract with VB Group Co., Ltd., Ho Chi Minh City, represented by Mr. Nguyen Quoc Vu.

Before their market release, the products were tested at the Center for Drug, Cosmetic, and Food Quality Assurance in Quang Tri province and met the requirements. However, an inter-sectoral inspection team led by the Dong Nai Department of Health’s Inspectorate and Professional Department subsequently discovered numerous violations in the production process and product quality.

Specifically, Hanayuki Shampoo failed to meet the ASEAN-harmonized microbial limit requirements. Meanwhile, Hanayuki Sunscreen Body had an actual SPF (Sun Protection Factor) of only 2.4, significantly lower than the labeled SPF of 50.

Additionally, both products had formulas that differed from the declared ones (missing the preservative 2-Phenoxyethanol); and their Product Information Files (PIFs) were incomplete, lacking product label samples.

During the inspection, EBC Dong Nai Medical Factory Joint Stock Company admitted to the violations. As there were no signs of criminal activity, the authorities issued an administrative fine and ordered the recall and destruction of the non-compliant products.

Immediately upon receiving the notification from the Ministry of Health, the company announced the recall of the aforementioned products.

Previously, on May 8, the Dong Nai Department of Health issued Decision No. 481/QD-SYT to revoke the acceptance of the cosmetic declaration dossier No. 780/24/CBMP-DN dated November 15, 2024, for Hanayuki Shampoo. On May 19, the Department issued Decision No. 519/QD-SYT to revoke the acceptance of the cosmetic declaration dossier No. 779/24/CBMP-DN dated November 15, 2024, for Hanayuki Sunscreen Body.

The recall was initiated by the Drug Administration, who urged consumers to return the product and take caution when purchasing sun protection products.
