Approval for Timber Harvesting to Expedite National Highway 28B Upgrades in Binh Thuan Province

The Binh Thuan Department of Agriculture and Environment has approved a plan to harvest timber from natural forests to facilitate the improvement and expansion of National Highway 28B in Bac Binh District. According to Decision No. 225/QD-SNNMT, a total of 17.962 hectares of forest will be impacted, with 10.32 hectares containing trees meeting the criteria for logging.

The estimated yield from the harvest is expected to exceed 306 cubic meters, comprising 214.4 cubic meters of roundwood and 91.7 cubic meters of firewood. The extraction activities must be completed within 30 days from the approval of the plan.

Prior to this approval, the Binh Thuan Provincial People’s Council had also passed Resolution No. 17/NQ-HDND (dated April 2, 2025), allowing for the conversion of a total of 19.73 hectares of forest land to expedite land clearance for the construction of this vital transportation artery.

About National Highway 28B Project

National Highway 28B spans a total length of 68 kilometers, traversing two provinces: Binh Thuan (51 km) and Lam Dong (17 km). The project entails an investment of VND 1,435 billion. It is divided into two packages: XD01 (Km0-Km42) and XD02 (Km42-Km68).

Package XD01, which commenced in September 2024, is expected to be completed by May 2026. Package XD02, on the other hand, started in April 2024 and is anticipated to conclude in October 2025.

As of mid-May 2025, both packages are behind schedule. Package XD01 has achieved only 16.79% of its targeted output, while package XD02 has reached 38.28%. The primary cause for these delays is attributed to protracted processes involving forest land conversion, compensation for land clearance, and relocation of technical infrastructure.

According to Project Management Unit 5, the delays in land handover are expected to significantly impact the overall progress of the project, especially during the upcoming rainy season.
