After more than a month of the Tran Quoc Hoan – Cong Hoa road being in use to connect to Tan Son Nhat Airport’s Terminal 3 and alleviate congestion on surrounding routes such as Cong Hoa and Truong Chinh, it has been observed that traffic jams frequently occur on these very roads during peak hours.

Meanwhile, the connecting road between Tran Quoc Hoan and Cong Hoa doesn’t experience similar levels of congestion. The majority of vehicles using this route are coming from Phan Thuc Duyen and 18E towards Terminal 3, with fewer vehicles traveling in the opposite direction. This is due to the lack of direct connectivity between Truong Chinh, Cong Hoa, and the connecting road via C12…

Congestion on Cong Hoa Road (Lăng Cha Cả Bridge)

It’s not just the approach roads to Terminal 3 that are congested; the area in front of the terminal also experiences chaotic traffic, with motorbikes avoiding the overhead bridge and instead riding against the flow of traffic to avoid taking a longer route. Cars exiting the terminal towards the city center also tend to turn left instead of going around…

Road beneath the overhead bridge leading to Terminal 3

To address this situation, the Ho Chi Minh City Department of Construction is coordinating with relevant units to adjust the 6-lane road leading to the main entrance of Terminal 3 into a two-way road: 5 lanes for cars entering the terminal and 1 lane for motorbikes exiting. Motorbikes wishing to enter Terminal 3 will still need to use the overhead bridge as mandated.

At the toll station, the new plan will increase the number of left-turn lanes to 10 while reducing the right-turn lanes to 4. Additionally, a rigid divider will be installed to improve lane discipline and reduce collisions.

Furthermore, the units are considering removing a section of the divider opposite C2, right in front of the T3 parking lot and entrance, to allow left turns from the road beneath the overhead bridge into Terminal 3.

Concurrently, the Department of Construction has tasked the Road and Bridge Infrastructure Management Center to study the feasibility of opening the intersection of Cong Hoa and C12. This would enable vehicles traveling on Cong Hoa Road (from the direction of Truong Chinh) to turn left onto C12 towards Terminal 3. Once the plan is finalized, it will be presented to the City Police, the Traffic Safety Committee, and other relevant agencies for feedback before implementation. Construction is expected to commence and be completed in June 2025.

The Tran Quoc Hoan – Cong Hoa connector road will link to C12 this June

According to the Department of Construction, the approved design intends to facilitate uninterrupted travel for vehicles moving between Tran Quoc Hoan and Cong Hoa or Truong Chinh by utilizing the overhead bridge. The road beneath the bridge is intended solely for vehicles entering or exiting Terminal 3 of Tan Son Nhat Airport.

However, during the operational period, there have been instances of two-wheeled vehicle operators disregarding signage and using the road beneath the bridge, cutting across the entrances and exits of Terminal 3, which poses a safety hazard.
