The Ho Chi Minh City Department of Agriculture and Environment has submitted a report to the Ho Chi Minh City People’s Committee on the results of the Task Force’s six months of operation (Task Force 5013) regarding the issuance of land use rights certificates and ownership of assets attached to land for organizations and individuals at commercial housing development projects in Ho Chi Minh City.
Accordingly, the standing agency of Task Force 5013, the Department of Agriculture and Environment, has held 27 meetings to address obstacles for 142 commercial housing projects in the city.
A preliminary assessment of the results after six months of operations showed that Task Force 5013 had resolved obstacles and facilitated the procedure for granting certificates to homebuyers in 97 out of 142 projects. This resulted in the supply of 71,418 out of 89,672 apartments, houses, land plots, officetel, and shops, along with over 888 other real estate products, to the Ho Chi Minh City real estate market.
On the morning of May 21, Task Force 5013 held a meeting with investors to discuss solutions for seven projects. These included the HH4-3 Apartment-Office-Service-Commercial Complex in Ben Nghe Ward, District 1, with 630 apartments and 398 officetel units, developed by Elegance Real Estate Investment Joint Stock Company; and the TDH Riverview Lot H Apartment Building in Binh Chieu Ward, with 214 apartments, and the TDH Apartment Building in Phuoc Long B Ward, Thu Duc City, with 168 apartments, both developed by Thu Duc House Development Joint Stock Company.

Other projects discussed were the Phuoc Long B Ward residential area in Thu Duc City, with 256 land plots, developed by Nam Long Investment Joint Stock Company; the Phu Huu Ward residential area in Thu Duc City, with 382 land plots and 568 apartments, developed by Construction and Real Estate Trading Corporation No. III; the Pearl Plaza Complex of Commercial Center, Services, Offices, and Luxury Apartments at 561A Dien Bien Phu, Ward 25, Binh Thanh District, with 123 apartments, 54 offices, and 8 commercial centers, developed by SSG Van Thanh Joint Stock Company; and The Estella Luxury Apartment Building at 88/4 Song Hanh Street, An Phu Ward, Thu Duc City, with 719 apartments, developed by Estella Limited Liability Company.
Mr. Nguyen Toan Thang, Director of the Department of Agriculture and Environment and Head of Task Force 5013, stated that Ho Chi Minh City has been actively reviewing and categorizing cases with issues in granting land-use right certificates. Based on this, the Department of Agriculture and Environment is developing specific handling directions.
For projects that have not completed the necessary procedures or require additional documentation, investors and related units need to promptly finalize them to enable the Land Registration Office to issue certificates to investors and homebuyers.
