According to the Power Development Plan VIII, Ninh Thuan province has 22 renewable energy projects in the pipeline. However, challenges arise in implementing these projects and selecting investors. To address this, Ninh Thuan is focusing on reviewing and resolving obstacles, and urging relevant ministries to provide timely solutions.
Of the 22 projects, 8 have secured investors with a capacity of 2,677 MW, while 14 projects with a capacity of over 2,000 MW are in the process of investor selection.
Mr. Ho Xuan Ninh, Director of the Ninh Thuan Department of Industry and Trade, provided details on the approved projects, including the Phuoc Hoa Pumped-storage Hydropower Plant, Bac Ai Pumped-storage Hydropower Plant, Phuoc Huu Wind Power Plant, Vietnam Power Wind Power Plant No.1, Cong Hai 1 Wind Power Plant – Phase 1 and Phase 2, the renewable energy power plant Phuoc Nam-Enfinity-Ninh Thuan, and a portion of the capacity of the Hanbaram Wind Power Plant.
Some projects are currently under construction, with a few expected to be operational by the end of 2025, and the remaining to be completed by 2030.
However, several projects, such as the Phuoc Huu Wind Power Plant by Ha Do Thuan Nam One-Member Limited Liability Company, the Bac Ai Pumped-storage Hydropower Plant, and the Cong Hai 1 Wind Power Plant – Phase 1 and Phase 2 by GENCO 2, face challenges related to electricity pricing, especially for wind power.
At certain projects, investors lack the basis to finalize the pre-feasibility study reports, hindering capital mobilization. Other projects, like the Bac Ai Pumped-storage Hydropower Plant, encounter delays due to land clearance and compensation issues during the government’s land reclamation process.
Mr. Ho Xuan Ninh added that the provincial People’s Committee had proposed solutions regarding electricity pricing mechanisms to the Ministry of Industry and Trade in Document No. 1159/UBND-KTTH dated March 19, 2025. However, the Ministry has not yet issued wind power pricing for 2025.
For pumped-storage hydropower, the Ministry of Industry and Trade issued Decision No. 1198/QD-BCT on April 26, 2025, approving the pricing framework for this type of power generation.
The Ninh Thuan Department of Industry and Trade is urging investors to expedite project implementation according to the approved schedule. They are also reviewing projects that were previously included in the Power Development Plan VII and are now part of Plan VIII to identify solutions, provide support, and accelerate construction.
The Department also requested investors to continue coordinating with local authorities in site clearance and compensation to facilitate construction.

For projects without selected investors, such as the LNG Ca Na Project, Phuoc Dan Wind Power Project, BIM Solar Power Project Phase 2 Expansion, Tri Hai Wind Power Project, V2 Wind Power Project, Thuong Song Ong 2 Hydropower Plant, Lam Son Hydropower Plant, and Dam Nai 3 Wind Power Project, the Ninh Thuan Provincial People’s Committee has issued bidding documents and addressed obstacles to facilitate the bidding process and investor selection according to regulations.
Regarding projects that have already broken ground or have selected investors but face delays, the Provincial People’s Committee will promptly approve adjustments to the investment certificates’ timelines through an expedited process as proposed by investors. They will also provide solutions to challenges related to land compensation and support.
On wind power pricing, the Provincial People’s Committee continues to urge the Ministry of Industry and Trade to issue the 2025 pricing framework for this energy type. With the pricing issue for pumped-storage hydropower resolved, the committee requests investors to proceed with project implementation according to the approved schedule.
For projects that meet the requirements to initiate the investor selection process through bidding, the Provincial People’s Committee will accelerate the process and minimize the time required for internal procedures. They will also update and register these projects in the list of projects with land use auctions for investor selection.
