The police in Phu Tho province have just busted a large-scale multi-level marketing ring with nearly 200,000 members, including over 107,000 Vietnamese citizens from various provinces and cities nationwide. The remaining members are foreigners from different countries. Notably, this ring traded dietary supplements containing banned substances, severely affecting consumers’ health and even endangering their lives, earning them illicit profits amounting to thousands of billions of VND.

Through cyber situation monitoring, the Cyber Security and High-tech Crime Prevention Division of the Phu Tho Provincial Police detected signs of a ring exaggerating the effects of dietary supplement products. Subsequently, the Director of Phu Tho Provincial Police directed the establishment of a specialized task force, coordinating with the Criminal Police Division and the Technical Services Division to investigate, combat, and eradicate this ring.

On May 14, 2025, the authorities arrested four individuals for “Violation of regulations on multi-level trading,” including the two ringleaders, Tat Van Hao (born in 1977, residing in Ward 12, District 5, Ho Chi Minh City) and Lim Choon Foong (aka Nick Lim, born in 1982, Malaysian nationality, temporarily residing in An Phu Apartment, District 6, Ho Chi Minh City).

According to the initial investigation results, since 2019, Tat Van Hao has established and legally represented Bitney Vietnam Trading Investment Co., Ltd. in District 6, Ho Chi Minh City, to trade products such as Multi Juice mixed fruit juice, Lucenta deer placenta, and Bitney Multi Cream. Subsequently, Hao and Nick Lim operated a binary multi-level sales model, enticing hundreds of thousands of participants.

Even without obtaining a Certificate of Registration for Multi-level Marketing Activities, this company sold millions of products nationwide. All products were sold at prices several times higher than the import price.

Notably, in 2022 and 2023, the Ho Chi Minh City Food Safety Management Board sent samples of Bitney Multi Juice for testing at the National Institute for Food Hygiene and Safety Control and the Nha Trang Pasteur Institute under the Ministry of Health. The results showed that the product contained “Tadalafil,” a substance that can only be used under medical prescription and is prohibited from being added to food.

During the emergency raid, the investigating agency seized nearly VND 2 billion in cash, 3 cars, 15 mobile phones, 7 laptops, more than 41,800 boxes of Multi Juice tea, 3 round seals bearing the names of companies related to Bitney Vietnam, and many other important documents.

This is the largest multi-level marketing violation ever discovered in Vietnam, with direct involvement and sophisticated organization by foreigners, resulting in enormous profits. The Phu Tho Provincial Police are expanding the investigation.
