On May 23, the Drug Administration Department of the Ministry of Health sent a document to the Dong Nai Department of Health, requesting an inspection of compliance with legal regulations on cosmetic management at EBC Dong Nai Joint Stock Company – the manufacturer of Hanayuki-branded products.

This move came after the Department received a rapid report on the recall and destruction of two violating cosmetic products: Hanayuki Shampoo and Hanayuki Sunscreen Body. VB Group Co., Ltd., the legal entity behind the Hanayuki brand, was responsible for distributing these products to the market, while EBC Dong Nai manufactured them.
The Drug Administration Department requested EBC Dong Nai to report detailed information on raw materials, input quality control (especially 2-Phenoxyethanol), production quantity, research documents, and sunscreen test results (SPF). The Hanayuki Sunscreen Body product was found to have an SPF of only 2.4, despite a label claiming SPF 50.
Furthermore, the Department proposed that the Department of Health base its handling of violations on the inspection results and EBC Dong Nai’s report. If there are any indications of criminal activity, such as the production of counterfeit cosmetics, the case should be transferred to the police.
Regarding this violation, Vo Tan Duc, Chairman of the People’s Committee of Dong Nai province, also urgently signed a document, directing the Department of Health to coordinate with the provincial police and the Department of Industry and Trade to inspect and strictly handle individuals and organizations involved.
Previously, the Drug Administration Department had issued two decisions to suspend the circulation, recall, and destroy the lot of Hanayuki Shampoo (300g bottle) and Hanayuki Sunscreen Body (100g tube). The shampoo was found to exceed microbial limits and contain 2-Phenoxyethanol, a component not included in the declared formula.
