The proposed Laos Cai – Hanoi – Haiphong railway project spans approximately 390 km across nine provinces and cities. The section in Haiphong city is nearly 49 km long and passes through six districts and counties.

Following the directives of the People’s Committee of the city on the implementation of the Laos Cai – Hanoi – Haiphong railway project, Kien Thuy district has been diligently working on land clearance and boundary identification to ensure the project stays on schedule.

The railway section passing through Kien Thuy district is approximately 17.7 km long and traverses eight communes and one town: Thuan Thien, Huu Bang, Dai Dong, Minh Tan, Tan Phong, Tu Son, Dai Hop, Doan Xa, and Nui Doi town.

To expedite the process, the People’s Committee of Kien Thuy district established a steering committee and task forces for land clearance. They also issued numerous directives and conducted surveys on land use status and affected households and organizations.

According to the District’s Agriculture and Environment Department, approximately 98 hectares of land will be reclaimed, impacting 1,428 households and 10 organizations. Huu Bang commune has the highest number of affected households (315), followed by Dai Dong (248), Doan Xa (129), and Dai Hop (146).

It is estimated that the land clearance compensation will cost over VND 2,100 billion. Additionally, around 395 households will require resettlement, with 238 as the primary target and 157 as additional cases. Five locations in Thuan Thien, Huu Bang, Kien Hung, Dai Hop, and Doan Xa communes have been allocated for this purpose, covering a total area of nearly 14 hectares.

To ensure the efficiency of the land clearance process, Kien Thuy district instructed the District Land Development and Project Management Center to collaborate with specialized departments to promptly finalize the dossier for approval of the cadastral maps as a basis for land retrieval procedures.

The Agriculture and Environment Department is responsible for guiding the communes and towns to complete the necessary procedures and regularly inspect the site.
