Prime Minister Pham Minh Chinh directed relevant ministries and sectors to remove obstacles and reduce costs and property prices, while increasing supply to improve people’s access to the property market. He emphasized the importance of streamlining administrative procedures and resolutely eliminating redundant and unnecessary steps. Practical and effective policies should be designed to benefit home buyers. The Prime Minister instructed the Ministry of Public Security to take immediate action against elements manipulating and disrupting the market and tasked the Ministry of Agriculture and Environment with establishing stringent auction regulations to deter such practices.

Previously, on May 15, during a meeting with relevant ministries on the real estate market situation, Deputy Prime Minister Tran Hong Ha pointed out the prolonged existence of bottlenecks and signs of instability in the market. He noted the alternating periods of stagnation and abnormal overheating, resulting in significant price fluctuations that impact credit and finance.
The Deputy Prime Minister also drew attention to the worrying fact that Vietnam’s real estate price increases are among the highest in the world, while people’s access to housing is decreasing. He further highlighted the market’s imbalance between supply and demand and the irrational product structure.
In recent times, certain areas have witnessed instances of market disruption, price manipulation, speculation, and inflated land prices. Real estate transactions in many places occur primarily among speculators, making it challenging for citizens and businesses to afford and access these properties. Additionally, the recurrence of “deposit abandonment” after winning land-use right auctions has negatively affected land prices and the housing market.
According to the Ministry of Construction’s report for the first quarter of 2025, the number of commercial housing development projects increased compared to the fourth quarter of 2024 and the same period last year. There were over 33,000 successful transactions of apartments and detached houses, a 32% increase from the previous quarter, and more than 101,000 successful land plot transactions, a rise of over 16%.
Regarding social housing development, more than 1,300 locations with a total area of over 9,700 hectares of land have been planned nationwide for this purpose. To implement the project of building one million social housing units, 679 projects have been deployed so far, offering over 623,000 units. Among these, 108 projects have been completed, providing 73,000 units, and 155 projects have been initiated with a scale of over 132,000 units.
