On May 24th, according to information from the Investigation Agency Office, the Quang Ninh Provincial Police concluded their investigation and prosecuted Tran Thi Huong for forgery and fraud, sending the case to the Quang Ninh People’s Procuracy for further legal proceedings.
Previously, on August 15th, 2023, the Quang Ninh Provincial Police had initiated legal proceedings and detained Tran Thi Huong (born 1975, residing in Hong Ha Ward, Ha Long City) for using a fake land use right certificate to mortgage and borrow 600 million VND.

Specifically, from 2017 to 2018, due to personal financial needs, Tran Thi Huong used two fake land use right certificates with the numbers AN 769550 and CK 608226, located in Mong Cai City, to mortgage and borrow 600 million VND from Ms. L.T.N. The Quang Ninh Provincial Police are investigating this case under the provisions of Article 174, Clause 4 of the Criminal Code for “fraudulent appropriation of property.”
After the Investigation Agency publicized this information through various media outlets, several victims of Tran Thi Huong came forward to report her fraudulent activities.
The victims include: V.H.N (born 1978, residing in Cao Thang Ward, Ha Long City); Mr. T.V.K (born 1966, residing in Ha Tu Ward, Ha Long City); Mr. L.T.T (born 1970, residing in Binh Khe, Dong Trieu Town); Mr. P.V.H; L.V.Q, and Mr. D.T.X (all residing in An Sinh, Dong Trieu City). These individuals accused Tran Thi Huong of impersonating a chief lawyer at two different law firms, Law Company Limited No. 828 and Bien Bac Law Company Limited, to promise land grant procedures and subsequently defrauding them of a total of 7.4 billion VND.
Additionally, Ms. L.T.T (residing in Cao Thang Ward, Ha Long City) reported that Tran Thi Huong provided false information about land plots being transferred on the market, inviting Ms. T to contribute money for investment purposes, promising to resell the plots for a quick profit, and ultimately appropriating Ms. T’s contributed capital totaling 2.7 billion VND.
