According to the Department of Agriculture and Environment of Ho Chi Minh City, the department has submitted to the municipal People’s Committee for approval of the starting price for auction of land use rights and specific land price determination for many land areas in Thu Duc City.
Specifically, in the Thu Thiem New Urban Area, the Department submitted to the municipal Land Price Appraisal Council a plan to determine the land price for the Thu Thiem Eco Smart City Smart Complex project in Function Area No. 2A. This land area is expected to bring about VND 16,190 billion to the state budget after the auction is organized.
Another land area of nearly 15 hectares in An Phu Ward, Thu Duc City was also presented with an auction plan to pay for the BT contract for the parallel road project from Mai Chi Tho to Nam Rach Chiec residential area to Ring Road 2 (parallel to Ho Chi Minh City – Long Thanh – Dau Giay Expressway). The expected revenue is VND 3,494 billion.
In addition, the Department also determined the land price for an area of 828 square meters at the Nam Phan Residential Area project (Thu Duc City) to supplement the land transfer decision, with a value of about VND 19 billion.

Three other land areas in the Thu Thiem New Urban Area have also been submitted to the city for approval of the starting price for land auction, including: Lot No. 1-2 and Lot No. 1-3 in Function Area No. 1; Lot No. 3-5 in Function Area No. 3. The total starting price of these three land areas is estimated at VND 5,705 billion. Thus, the total expected budget revenue from the six land areas in Thu Duc City amounts to VND 25,408 billion.
Also in this period, in Binh Chanh district, the Ho Chi Minh City Department of Agriculture and Environment proposed a land price scheme for Le Minh Xuan Industrial Park. This is the basis for Khang Phuc House Trading and Investment Company Limited to fulfill its financial obligations related to land, with an expected amount of VND 2,520 billion to be paid to the state budget.
At the conference on announcing the Master Plan to 2040 and promoting investment in Thu Duc City earlier this year, the city’s leaders also said that they would auction land use rights for 239 hectares in the area, including 49 lots of land of 49 hectares in the Thu Thiem New Urban Area and 189 hectares of 10 other projects. According to the Department of Agriculture and Environment, in the period of 2024-2025, the budget revenue from land of Ho Chi Minh City is expected to reach VND 32,798 billion, in which the main sources come from three sources, including the land area expected to be sold by auction in the Thu Thiem New Urban Area; financial obligations and 32 land areas with supplementary financial obligations.
