The Economic Police Department of Nam Dinh provincial Police said they had decided to initiate a criminal case and prosecute four defendants for “Forgery of documents of agencies and organizations.” The accused are Ngo Van Chien, born in 1983, Nguyen Ngoc Tu, born in 1981, both residing in Group 7, Giao Thien, Giao Thuy; Tran Thi Dieu, born in 1992, residing in Thuong village, Nam Cuong commune, Nam Truc district – accountant of Dai Phuc Nam Dinh Investment and Development Joint Stock Company; and Ngo Vinh Hai, born in 1976, residing in Thanh Xuan Bac ward, Thanh Xuan district, Hanoi, who is the deputy director of three companies (Hung Cuong Construction Material Joint Stock Company, Thanh Tam Construction and Trading Joint Stock Company, and Hoang Tuan Limited Company), according to VTV.vn.

Previously, the unit had detected and detained seven aquatic vehicles that were illegally exploiting and transporting more than 3,000 cubic meters of sand in the coastal area of Giao Thien commune, Giao Thuy district, on the evening of April 3, 2025.
With the scheme of forging registration and inspection papers for altered ships and certifications of captains and chief engineers, the subjects sought all measures to meet the conditions for operation to confront and evade functional agencies.
These important documents include: Registration Certificate for Inland Waterway Means, Certificate of Technical Safety and Environmental Protection for Inland Waterway Means, Certificate of Professional Competence for Captain of Inland Waterway Means, and Certificate of Professional Competence for Chief Engineer of Inland Waterway Means.
Currently, all four subjects are being temporarily detained at the Nam Dinh Provincial Police Detention Center. The Economic Police Department of Nam Dinh Provincial Police is consolidating the case file and continuing to investigate and clarify the violations of related subjects.
