On May 25th, Mr. Le Duc Tien, Vice Chairman of the People’s Committee of Quang Tri Province, shared information that the province’s Project Investment Construction Management Board has proposed to establish a regional Project Management Board. This move aims to ensure efficient management and coordination of public investment projects in the area, following the merger of Quang Binh and Quang Tri provinces.

The Quang Tri Province Project Investment Construction Management Board, established in September 2022 through the merger of three specialized boards, is responsible for enhancing the management and execution of construction investment projects within the province.

Currently, the Board manages over 65 large and small projects with a total investment of more than VND 5,000 billion. This excludes the PPP contract for the Quang Tri Airport project, which carries a total investment of over VND 5,800 billion and a contract duration of 47 years and 2 months.

The projects under the Board’s management encompass a diverse range of fields, including transportation, agriculture, technical infrastructure, industry, civil, cultural, healthcare, and educational facilities.

Additionally, the Board is implementing projects funded by ODA loans from the Asian Development Bank (ADB) and the World Bank (WB). These projects contribute to attracting international resources for the development of local infrastructure in Quang Tri Province.

Hence, the establishment of the Quang Tri regional Project Management Board is imperative given the upcoming merger of Quang Tri and Quang Binh provinces, which will result in a new administrative unit with a vast territorial scope. The diverse range of projects, spanning mountainous, plain, and coastal areas, necessitates close and continuous management from project preparation to site clearance, construction supervision, and final handover.

Among the critical projects managed by the Quang Tri Province Project Investment Construction Management Board are those with durations exceeding 10 years due to challenges in land clearance. Some projects have spanned two medium-term periods and remain unfinished. A notable example is the Quang Tri Airport project, with a contract duration of 47 years and 2 months.

Furthermore, projects with complex technical requirements demand the close involvement of highly specialized engineers from the preparation phase to completion. Maintaining a dedicated management unit is essential to prevent disruptions in the progress of key provincial projects, avoiding not only coordination issues but also construction delays and their socioeconomic repercussions.

Thus, the establishment of the Quang Tri regional Project Management Board ensures continuity and inheritance in management while optimizing the implementation of pivotal projects in the region.

The formation of the regional Project Management Board is not only a necessary step but also an optimal solution to guarantee the progress, quality, and efficiency of key local infrastructure projects. With a robust legal framework and objective necessity arising from project implementation realities, this model will play a pivotal role in driving infrastructure development, enhancing the quality of life for locals, and fostering socioeconomic growth in the province in the upcoming period.
