On May 25th, the People’s Committee of Bac Tu Liem district coordinated with the People’s Committee of Nam Tu Liem district to organize a lottery for determining the location of service land plots in the former Tu Liem district (now Bac Tu Liem and Nam Tu Liem districts).
Mr. Nguyen Van Cong, Head of the Department of Agriculture and Rural Development of Bac Tu Liem district, stated that according to the plan, on May 24th and 25th, Bac Tu Liem and Nam Tu Liem districts organized a lottery for 749 eligible cases to receive service land allocation.
On May 24th, 146 cases were drawn for land allocation, and the remaining 583 cases will be organized on May 25th.

Mr. Cong also added that cases that were not drawn during this event will be reviewed and included in the next lottery, which is planned for early June 2025. For those who have not met the requirements in terms of documentation, the organizing committee provided specific instructions to help them complete their files promptly.
Mr. Pham Van Quyen, a resident of Phu Do ward in Nam Tu Liem district, shared that his family’s agricultural land in Phu Do was previously acquired to make way for development projects. With changes in land policies over the years, his family had been anxious but could only wait. Last week, they received an invitation to participate in the lottery for service land plots. Mr. Quyen described the anticipation he felt during the draw and his excitement upon winning a corner lot with three frontages, which is considered ideal for future business endeavors. “After almost 20 years of waiting, I finally drew a land plot. We will start construction as soon as we receive the land,” Mr. Quyen said.
Mr. Nguyen Duc Tri, a 68-year-old resident of Trung Van ward in Nam Tu Liem district, expressed his relief after waiting for 16 years to receive a service land plot through the lottery. He was allocated the plot number DV11-60-32.

From 2008 to 2012, many households in Nam Tu Liem and Bac Tu Liem districts had their land requisitioned for investment projects in the area. According to the regulations at that time, those who had more than 30% of their total agricultural land area requisitioned were entitled to receive service land allocations, ranging from 60 to 80 square meters.
The service land area allocated for the 749 eligible cases is approximately 5.6 hectares, located in the following plots: DV04, DV08, DV09, DV11, and DV12 of the Tay Tuu Urban Functional Area.
The urban area is connected to the Tay Thang Long road and is situated 5-7 kilometers away from West Lake. All service land plots are conveniently located adjacent to roads and open spaces. The lottery results were announced publicly during the event.
Streamlining Land Procedures and Waiving Fees to Eradicate Substandard Housing in Hanoi

How to Calculate the Land Use Expiration Date as Stated on the Red Book
“What is the land-use rights certificate (red book) issuance date, and how does it affect the land use expiration date? The certificate, issued on July 5, 2005, states a ‘land-use term: 2025’. This raises a question: Does the land use right expire on January 1, 2025, July 5, 2025, or December 31, 2025? “
