The Southern Lottery Companies recorded positive growth in 2024, as revealed at the 136th Southern Lottery Conference held on February 22, 2025.
Specifically, the traditional lottery sales reached VND 142,650 billion, a 2.33% increase compared to 2023.
Traditional lottery revenue amounted to VND 140,587 billion, marking a 2.86% rise from the previous year. Remarkably, revenue has surpassed the VND 100,000 billion mark for three consecutive years, an unprecedented achievement in history.
The average consumption rate for the region stood at 98.55%, reflecting a 0.51% increase compared to 2023.

Prize payout amounted to VND 68,639 billion, with a payout ratio of 48.82% against consumption revenue.
Distribution expenses totaled VND 24,556 billion, representing a distribution expense ratio of 17.47% against consumption revenue, a 1.7% decrease from the previous year.
Consequently, pre-tax profit reached VND 18,067 billion, indicating a 6.12% increase compared to 2023 and surpassing the 2024 plan by 109.5%.

In 2024, the Southern Lottery Companies contributed VND 46,317 billion to the state budget, reflecting a significant 12.8% increase compared to the previous year.
Riding on the growth momentum of 2024, the Southern Lottery Companies continued their impressive performance in the first quarter of 2025.
The Southern Lottery Enterprises comprise 21 companies from Lam Dong to the south, boasting a superior scale compared to their counterparts in the North and Central regions.
The largest enterprise is Ho Chi Minh City Lottery Company, with consumption revenue reaching VND 14,000 billion. Binh Phuoc Lottery Company is the smallest, with revenue exceeding VND 5,000 billion. Most of the remaining companies have revenues ranging from VND 6,500 to 6,600 billion.

According to the 137th Southern Lottery Conference held on April 24, the first quarter of 2025 witnessed impressive results. Lottery sales reached VND 38,550 billion, a 6.85% increase compared to the same period last year, and exceeded 25% of the annual plan. Consumption revenue amounted to VND 38,178 billion, a 6.95% rise.
Notably, the average consumption rate for the region surpassed 99% for the first time, with several companies achieving a 100% sales rate.
Pre-tax profit stood at VND 4,946 billion, a 5.29% increase, and accounted for over 28% of the annual plan. The state budget contribution totaled VND 18,999 billion, reflecting a rise of over 17% and exceeding 41% of the annual plan.
Additionally, the Ministry of Finance has approved an increase in the sales limit for traditional lottery tickets for Southern Lottery Companies. The limit has been raised by VND 10 billion per lottery session, reaching a maximum of VND 140 billion per session for each company, effective from June 1st.
Consequently, each Southern Lottery Company will issue 14 million lottery tickets per session instead of the current 13 million.
Another topic of interest is the potential merger of lottery companies following the merger of provinces and cities. At the conference, Mr. Le Thanh Hai, Chairman of Ca Mau Lottery One-Member Limited Liability Company, suggested that the current lottery companies could be maintained or a parent company with subsidiaries could be established after the merger of provinces and cities.
For instance, in the case of the merger of Vinh Long, Tra Vinh, and Ben Tre provinces, the parent company could be based in Vinh Long, while the subsidiaries would be located in the other two provinces. The parent company would be responsible for the prize-drawing process.
Mr. Hai emphasized the importance of implementing mechanisms and policies to safeguard the interests of the subsidiary companies, thereby ensuring a stable market.
