The Lao Cai – Hanoi – Haiphong Railway Project is a significant transportation development project with an estimated investment of 203,000 billion VND. Spanning approximately 390 km, this railway will connect nine provinces and cities, including Haiphong, where it will cover a distance of nearly 49 km across six districts: An Lao, Kien Thuy, Duong Kinh, Do Son, Hai An, and Cat Hai.

Following the government’s directives, Haiphong city is expediting land clearance work for this national key traffic project. The city is expected to reclaim 406 hectares of land, affecting about 30 organizations and 2,786 households. Approximately 1,330 households will need to be resettled.

Recognizing the critical nature of land clearance, the City Party Committee established a steering committee for this task in early May 2025, headed by the City Party Committee Secretary. The Department of Agriculture and Environment was appointed as the standing agency of the steering committee.

Since May 12, the Department of Agriculture and Environment has coordinated with the six districts to demarcate and hand over the planned boundary of the project. Localities are directed to complete this task by the end of May 2025. Meanwhile, district-level People’s Committees are proactively preparing land records and land origin dossiers to expedite the process.

Currently, the districts are also identifying resettlement areas and proposing approval for the construction of these zones to the city People’s Committee. The city urges agencies, branches, and localities to strive to hand over the cleared land promptly to facilitate the investor’s implementation of the project as per the approved schedule.

Haiphong city aims to essentially complete the land clearance work by August 2025.
