The Second Round of Bilateral Negotiations for the Trade Agreement between Vietnam and the United States


The second round of bilateral negotiations for the Trade Agreement between Vietnam and the United States was held from May 19-22, 2025, in Washington, D.C., USA.

After reviewing the reports and discussions at the meeting, the Prime Minister commended the efforts and dedication of the relevant ministries, agencies, and local authorities in preparing for and conducting the negotiations. The negotiating team has followed the directions of the Politburo, the Secretariat, the General Secretary, and the Prime Minister.

The recent rounds of negotiations have made positive progress, providing both sides with opportunities to exchange, share, and understand each other’s information and circumstances. This has laid a foundation for more productive discussions and a mutual understanding of the current context, allowing for positive directions to be set for subsequent rounds of negotiations. The Prime Minister also welcomed the proactive attitude of the US side.

Additionally, Vietnamese authorities, ministries, agencies, and businesses have maintained flexible and diverse forms of contact with the US side, contributing to the promotion of the Vietnam-US Comprehensive Strategic Partnership and advancing the negotiations.

The ministries, agencies, and organizations have promptly provided information to the negotiating team and reported to the Government Standing Committee for leadership and direction.

Agencies, units, localities, and businesses continue to negotiate and promote the trade of goods in which the US has strengths and Vietnam has demands, such as Boeing aircraft, LNG, and some agricultural products, aiming to achieve a balanced trade between the two countries as soon as possible.

The Ministry of Finance, the Ministry of Agriculture and Environment, and related ministries and sectors have promptly addressed issues related to projects of interest to the US side.

The Government Standing Committee and the Prime Minister continue to closely monitor the negotiations, related developments, and the directions of the Politburo and the General Secretary. They have instructed the development of appropriate, effective, and substantive proposals that benefit both sides, ensuring harmonious interests and shared risks.

Relevant ministries, units, and agencies, including the Ministry of Foreign Affairs, the Vietnamese Embassy, and the Vietnamese Trade Representative in the US, have actively and diligently supported the negotiating team. There has been seamless and effective coordination among the ministries, sectors, and agencies.

Regarding future tasks, the Prime Minister instructed the negotiating team to continue their efforts based on the achievements made so far, the actual situation, and our capacity to meet the requirements. Adhering to the principles of harmonious interests and shared risks between the two countries, while safeguarding Vietnam’s core interests, the negotiations should contribute to consolidating, strengthening, and enhancing the Vietnam-US Comprehensive Strategic Partnership. This will bring benefits to both countries and their consumers and promote peace, stability, cooperation, and development in the region and the world.
