On May 26, at the headquarters of the Party Central Committee, General Secretary To Lam held a meeting with French President Emmanuel Macron, who is on a state visit to Vietnam.
General Secretary To Lam expressed his pleasure in welcoming President Emmanuel Macron to Vietnam following his official visit to France in October 2024. He emphasized that this visit holds special significance, underscoring the strong determination of both sides to implement concrete outcomes of the Vietnam-France Strategic Partnership.
General Secretary To Lam highlighted France as Vietnam’s first Comprehensive Strategic Partner in the EU. He affirmed that Vietnam attaches great importance to and wishes to strengthen multifaceted cooperation with France. Vietnam supports France in playing a significant role and carrying a substantial voice in the region and globally, across various international forums and organizations. He proposed that the two countries continue to build upon their shared strengths to harmoniously address regional and global issues.
President Emmanuel Macron expressed his delight in making his first state visit to Vietnam, a partner of great importance and position in France’s policy for the Indo-Pacific region. He extended his gratitude for the warm, respectful, and thoughtful reception that the Vietnamese side had accorded him and the French high-level delegation. He emphasized that the Vietnam-France relationship is unique, having gone through various stages in history and now built on a foundation of high trust and mutual respect.
Given the rapidly evolving and complex global context, the leaders acknowledged that the Vietnam-France Comprehensive Strategic Partnership framework is a bright spot. They comprehensively reviewed the bilateral cooperation across various domains since the relationship was elevated in October 2024.
Both sides expressed satisfaction with the notable progress made during this period, especially in economic and trade relations, high-level exchanges, and mutual support at international and regional forums…
They affirmed their commitment to prioritizing cooperation in political-diplomacy, defense-security (including cybersecurity), economy-trade-investment, maritime economy, development cooperation, and people-to-people exchanges, encompassing culture, education, and training. They aim to promote the signing of important cooperation agreements in multiple areas.
The two sides agreed to foster collaboration in the field of energy transition, with France supporting Vietnam within the framework of JETP. They aim to expand this cooperation into nuclear energy, human resource development, and the application of atomic energy for peaceful purposes, such as in the healthcare sector. They aspire to develop key projects that symbolize the new era of cooperation between the two countries as Vietnam embarks on its new phase of development.
General Secretary To Lam requested France’s companionship in making science and technology a new pillar of cooperation between the two countries in the new era. He sought France’s support in strategic areas such as aerospace, biotechnology, digital technology, semiconductor technology, quantum technology, and digital economy… along with high-quality human resource training.
The leaders also agreed to strengthen cooperation in areas where France has strengths and Vietnam has demands, such as strategic infrastructure, urban transportation, and railways… to align with the goals of Vietnam’s new era of development and prosperity.

President Emmanuel Macron congratulated Vietnam on its significant achievements in socio-economic development and international integration, affirming its crucial role and position in the region and on the world stage. He reaffirmed France’s desire to strengthen collaboration with Vietnam across all sectors, especially in strategic fields like economy and trade, security and defense, science and technology, culture, education, and healthcare… in alignment with the nature and level of the Comprehensive Strategic Partnership.
President Emmanuel Macron commended Vietnam’s international commitments within multilateral institutions and across key sectors such as sustainable development, environmental protection, emission reduction, and adaptation to climate change. He also praised Vietnam’s promotion of multilateralism, including multilateral trade, and affirmed France’s readiness to support and accompany Vietnam in fulfilling these commitments.
General Secretary To Lam emphasized the cultural and historical intersection between Vietnam and France, particularly through the French imprints that remain and are cherished in Vietnamese society, such as architectural masterpieces, culinary arts, and modern fine arts. Vietnam’s modern education system has also absorbed the world’s essence, including that of France.
Building on these existing strengths, the General Secretary and the French President agreed to cooperate in preserving and promoting cultural values through experience sharing in heritage conservation, museum activities, cinematography, cooperation and support in sharing cultural heritage documents, and training professional artists and actors…
Leveraging their long-standing cooperation tradition, the two sides agreed to foster collaboration in the healthcare sector, especially in vaccine research and early screening technology for critical illnesses, as well as the application of science and technology in medical examination and treatment… all aimed at ensuring the health and well-being of the people.
On this occasion, General Secretary To Lam and President Emmanuel Macron exchanged views on various international issues of mutual interest, including security matters. They agreed on the need to resolve conflicts through dialogue and called on regional countries to fully implement the Declaration on the Conduct of Parties in the South China Sea (DOC) and support efforts to develop an effective, substantive, and internationally lawful Code of Conduct (COC) in accordance with the 1982 United Nations Convention on the Law of the Sea (UNCLOS). They also advocated for enhanced cooperation in UN peacekeeping activities, search and rescue operations, and the fight against organized crime, transnational crime, and cybercrime…
General Secretary To Lam congratulated France on the successful hosting of the AI for Humanity Summit in February 2025 and informed that Vietnam would send a delegation to the upcoming United Nations Ocean Conference in Nice.
The two sides agreed to strengthen Vietnam-France cooperation, benefiting both countries while also promoting Vietnam-EU and France-ASEAN relations. They affirmed their commitment to upholding multilateralism and building a fair and democratic international system based on international law, with the United Nations at its core./.
