Today (May 26th), on its official fanpage, Son Hai Corporation shared a document sent to the Binh Phuoc Province Project Management Authority, protesting the results of the bid selection for the construction of the Ho Chi Minh City – Thu Dau Mot – Chon Thanh Highway. The company expressed its disagreement with being excluded from the bid for the aforementioned highway project, despite offering the lowest price among the five bidders.
According to the document, on March 17, 2025, the investor publicly opened bids online for the VND880.7 billion package. The participating bidders included Son Hai Corporation, CIENCO4 Corporation, IB2500057961 Express Consortium, Binh Phuoc Express Consortium, and HCM-TDM-CT Express Consortium.
The selected bidder was the HCM-TDM-CT Express Consortium, with the highest bid of VND 866.45 billion in the attending group, saving only VND 14.2 billion compared to the package price (equivalent to 1.62%). In contrast, the other three bidders were also excluded, including CIENCO4 Corporation, IB2500057961 Express Consortium, and Binh Phuoc Express Consortium, despite offering price reductions ranging from VND 44 billion to over VND 80 billion.

Son Hai Corporation expressed surprise at the investor’s announcement on May 22, 2025, declaring the HCM-TDM-CT Express Consortium as the winning bidder, despite being the highest bidder. Notably, according to the document, Son Hai Corporation has executed numerous large-scale key projects nationwide and is renowned for both construction quality and progress. For this package, Son Hai Corporation committed to a 10-year warranty, the longest among the bidders, and offered the lowest bid, saving the state budget over VND 113 billion.
Therefore, Son Hai Corporation believes that the investor’s decision to choose the bidder is indicative of legal violations in bidding practices, resulting in budget waste and negatively impacting the company’s reputation and honor.
Son Hai Corporation opposes the investor’s bid decision and has sent a petition to the Binh Phuoc Provincial People’s Committee and relevant authorities to review and clarify the matter, requesting handling in accordance with the Bidding Law.

The expressway project has a total investment of over VND 17,000 billion

The Ho Chi Minh City – Thu Dau Mot – Chon Thanh Expressway, spanning Binh Duong province, is approximately 52km long. The highway is designed with six lanes and a speed limit of 100 km/h. The first phase of the project is implemented under the Public-Private Partnership (PPP) model, featuring four expressway lanes and a continuous emergency stop lane, with a road width of 25.5m. The total investment for this phase is estimated at VND 17,400 billion, and the construction is expected to be completed within 36 months, by 2027.
Upon completion, this expressway will connect Ho Chi Minh City’s Ring Road 3 to Chon Thanh district in Binh Phuoc province, opening up new development opportunities for the Southeast region and boosting industrial and urban growth while fostering regional connectivity.
Additionally, this expressway will connect to the Chon Thanh – Gia Nghia Expressway, forming a strategic transportation corridor to the Central Highlands, thereby enhancing national defense and security. It also contributes to realizing the goal of constructing 5,000 km of expressways as envisioned by the Party and the Government for the 2021-2030 period.
Son Hai Corporation is currently recognized as one of the most reputable contractors in Vietnam, having undertaken significant expressway projects such as Mai Son – National Highway 45, Nghi Son – Dien Chau, and Nha Trang – Cam Lam.
