In a recent development, Son Hai Group has expressed their surprise at the outcome of a bid for a highway construction project in Binh Phuoc Province. According to Son Hai, the bid, worth over VND 880 billion, was announced on March 17, 2025, and their offer of VND 732 billion was the lowest, resulting in a savings of over VND 148 billion for the state budget, a reduction of almost 17%.

Other competitors, including Cienco4, IB2500057961 Joint Venture, Binh Phuoc Expressway Joint Venture, and HCM-TDM-CT Joint Venture, offered lower reductions of 9%, 8.7%, 5%, and 1.62%, respectively.

However, on May 22, 2025, it was announced that the HCM-TDM-CT Joint Venture, the bidder with the highest offer of over VND 866 billion, had won the bid.

Son Hai Group, in their statement, questioned the decision made by the investor, especially since well-known competitors like Cienco4, Vinaconex, Deo Ca, and Son Hai themselves were disqualified for allegedly not meeting technical requirements. The company raised concerns about transparency and efficient use of state budget allocation, as the contract was awarded to the bidder with the lowest price reduction.

Son Hai emphasized their commitment to a 10-year warranty, the lowest bid, and the highest savings for the state budget, yet they were not chosen. The group also highlighted their successful track record of executing large-scale projects, including significant transportation infrastructure, delivering high-quality work recognized by the community.

Currently, Son Hai Group has requested the intervention of the Binh Phuoc Provincial People’s Committee and relevant authorities to ensure compliance with the Bidding Law.

Son Hai Group, headquartered in Quang Binh Province, has been operating in the field of transportation infrastructure construction since 1998. During their growth, the company introduced an extended warranty policy beyond the standard period.

The company’s chairman, Mr. Nguyen Viet Hai, is a reclusive figure who rarely makes public appearances. He first officially addressed the media in May 2023. According to the disclosed data, in 2023, the company recorded revenue of nearly VND 4,000 billion and contributed over VND 100 billion to the state budget, making it one of the largest construction companies in Quang Binh Province in terms of tax contributions.

The Ho Chi Minh City – Thu Dau Mot – Chon Thanh Expressway is a vital transportation project connecting Ho Chi Minh City with Binh Duong and Binh Phuoc provinces, with a total length of approximately 69 kilometers. The project is divided into sections across the respective provinces, designed for speeds of 100-120 km/h. Expected to be completed by 2027, the expressway will significantly reduce travel time and boost economic development in the Southeast region.
