The majority of social insurance (SI) recipients who opted for a one-time payout were employed in the non-state sector (nearly 91%). These individuals primarily worked in export processing zones and industrial parks, often earning low incomes with limited opportunities for accumulation. Additionally, a significant portion was relatively young and less educated, with over 77% being under the age of 40.

Facing immediate financial needs upon losing their jobs, these workers prioritized meeting their family’s daily expenses and investing in their children’s education over retirement benefits in the distant future. As a result, when faced with the choice between unemployment benefits and a one-time SI payout, many opted for the latter.

With the recent changes in administrative units, a common question among these workers is, “Where can we withdraw our one-time SI payout now that the district-level agencies are no longer operational?”

The Finance Ministry’s Party Committee recently issued Resolution 08/NQ-ĐUBTC, addressing the organization of personnel and the restructuring of subordinate units.

The resolution includes plans to reorganize the ministry’s vertical units at the local level in alignment with the new administrative unit structure. This involves adjusting the Provincial/Municipal Statistics Offices and Social Insurance Agencies to match the provincial-level administrative units.

Specifically, the 63 Provincial/Municipal Statistics Offices will be restructured into 34 Provincial/Municipal Statistics Units, and the 35 Social Insurance Agencies will be reorganized into 34 Provincial/Municipal Social Insurance Units.

Additionally, the resolution eliminates the district-level statistics and social insurance agencies, transforming them into basic-level units under the management of the provincial/municipal-level statistics and social insurance units, respectively. These basic-level units will be responsible for handling matters related to the communal-level administrative units.

As a result of these changes, the district-level social insurance agencies will be eliminated, and the basic-level social insurance units will be established under the direct management of the provincial/municipal-level social insurance units.

Regarding the new process for one-time SI payout withdrawals, individuals should submit their applications to the basic-level unit under the provincial/municipal-level social insurance unit in their place of residence.
