Urgent Investment to Expand Ho Chi Minh City – Long Thanh – Dau Giay Expressway
The Ministry of Construction has officially sent a document to the Ministry of Finance, agreeing with the proposal of the Vietnam Expressway Corporation (VEC) on the investment in expanding the Ho Chi Minh City – Long Thanh section of the Ho Chi Minh City – Long Thanh – Dau Giay Expressway in the form of an emergency construction project.
According to the Ministry of Construction, the expansion of this expressway is to timely meet the increasing travel demand when the Long Thanh International Airport is expected to be put into operation in 2026, while effectively connecting with Ring Road 2, Ring Road 3, and the center of Ho Chi Minh City. The Ministry of Construction emphasizes that this expansion project must be implemented urgently to ensure the synchronization of key transportation infrastructure, promoting socio-economic development in the region.

According to Clause 3, Article 130 of the Law on Construction, if the Prime Minister decides that the project is an emergency construction project, special mechanisms will be applied to expedite the implementation progress. This includes flexible surveys, designs, and contractor selection procedures, along with other priority mechanisms within their authority.
Based on this, the Ministry of Construction requested the Ministry of Finance to coordinate and advise the Prime Minister to issue decisions on the contractor selection procedure and appropriate special mechanisms to meet the progress requirements of the Ho Chi Minh City – Long Thanh – Dau Giay Expressway expansion project.
Previously, VEC had proposed to the Prime Minister and Deputy Prime Minister Tran Hong Ha to approve the implementation of the project to expand the 22km section of the Ho Chi Minh City – Long Thanh – Dau Giay Expressway, from the Ring Road 2 intersection in Ho Chi Minh City to the Bien Hoa – Vung Tau Expressway intersection, in the form of an emergency construction project. They also suggested applying special mechanisms to ensure the commencement of construction on August 19, 2025, as planned.
What’s Included in the Ho Chi Minh City – Long Thanh – Dau Giay Expressway Expansion Project?
Recently, the Ho Chi Minh City – Long Thanh – Dau Giay Expressway has been experiencing frequent congestion. This expressway project was completed and put into operation in 2014 with a scale of four lanes. After more than ten years of operation, the traffic volume on this expressway has exceeded its design capacity, putting significant pressure on the key southern transportation infrastructure.
According to data from the Ministry of Construction, the Ho Chi Minh City – Long Thanh – Dau Giay section from An Phu intersection to the Bien Hoa – Vung Tau Expressway intersection (km0 – km25+920) currently has a transport demand that exceeds the capacity of the existing four lanes by 25%. On average, traffic volume on the Ho Chi Minh City – Long Thanh section increases by about 10.82% each year, leading to prolonged congestion.

Although the Ben Luc – Long Thanh Expressway is expected to be put into operation in 2026 to reduce traffic pressure, the Ministry of Construction stated that the transport demand on the Ho Chi Minh City – Long Thanh – Dau Giay Expressway will still exceed the design capacity of four lanes by 25%.
Given this situation, investing in the expansion of the Ho Chi Minh City – Long Thanh – Dau Giay section is considered necessary and urgent, especially with the expected operation of the Long Thanh International Airport in 2026, which will further increase regional traffic.
The expansion plan proposed by VEC and approved by the ministries and sectors includes:
The 4.844 km section from the Ring Road 2 overpass to Ring Road 3 will be upgraded from four to eight lanes.
The 17.07 km section from Ring Road 3 to the Bien Hoa – Vung Tau Expressway intersection will be expanded to ten lanes with a designed speed of 120 km/h.
The preliminary total investment for the expansion project is estimated at VND 16,314 billion. The capital structure includes: VND 6,500 billion from the state budget and VND 9,814 billion mobilized by VEC (including VND 1,987 billion of equity and VND 6,850 billion of loans), along with VND 977 billion in interest during the construction period.
The expansion of the Ho Chi Minh City – Long Thanh – Dau Giay Expressway is considered a key project, making an important contribution to the transportation system in the key southern economic region. It facilitates socio-economic development, improves infrastructure efficiency, and reduces travel time to Long Thanh International Airport and surrounding areas.
