On May 26, the People’s Committee of Binh Phuoc Province instructed the provincial Project Management Unit for Construction Investment to directly work with the leadership of Son Hai Group regarding the petition related to the bid package for the construction of the Ho Chi Minh City – Thu Dau Mot – Chon Thanh Expressway (the section passing through Binh Phuoc Province).
The People’s Committee of Binh Phuoc Province also requested the Project Management Unit for Construction Investment to report on the matter for resolution and handling in accordance with regulations.

Meanwhile, Mr. Dinh Tien Hai, Director of the Binh Phuoc Provincial Project Management Unit for Construction Investment, affirmed that the unit has not received any official petitions from Son Hai Group either in writing or on the national bidding network and only learned about the information from social media.
“We are preparing a report to submit to the Provincial People’s Committee as per regulations,” said Mr. Hai.

Previously, Son Hai Group posted a document on social media, causing a stir in public opinion, protesting against the bid results for the construction of the Ho Chi Minh City – Thu Dau Mot – Chon Thanh Expressway (Binh Phuoc section).
In the document, Son Hai Group stated that five investors participated in the project bidding, including: Son Hai Group with a bid price of over VND 732.3 billion; Cienco4 Group (UPCoM: C4G) with a bid price of over VND 800.7 billion; IB2500057961 Expressway Joint Venture with a bid price of over VND 804 billion; Binh Phuoc Expressway Joint Venture with a bid price of over VND 836 billion; and HCM – TDM – CT Expressway Joint Venture with a bid price of over VND 866 billion.
The leadership of Son Hai Group expressed surprise that on May 22, the investor selected the bidder with the highest bid price, the HCM – TDM – CT Expressway Joint Venture, as the winner. Meanwhile, well-known enterprises in the field of transportation infrastructure construction, such as Cienco4, Vietnam Construction and Import-Export Corporation (Vinaconex – VCG), Deo Ca Construction Joint Stock Company, and Son Hai Group, were disqualified for failing to meet technical requirements.
According to Son Hai Group, with the above selection of the winning bidder, the investor showed “signs of violating legal regulations in bidding,” leading to a potential loss of over VND 113 billion in state budget. At the same time, the disqualification caused economic damage and seriously affected the reputation and image of the enterprise.
“Therefore, we object to the investor’s bid result, send a petition to the People’s Committee of Binh Phuoc Province for resolution in accordance with the Bidding Law, and forward the document to competent authorities for clarification,” the Son Hai Group’s document stated.
The investment project for the construction of the Ho Chi Minh City – Thu Dau Mot – Chon Thanh Expressway is the north-south expressway axis of Binh Duong and Binh Phuoc provinces (connecting Ho Chi Minh City’s Ring Road 4, Ring Road 3, and Ring Road 2), connecting to the Gia Nghia (Dak Nong) – Chon Thanh (Binh Phuoc) expressway, and linking to airports and seaports… The section passing through Binh Phuoc Province was approved by the Provincial People’s Committee on December 12, 2024. The project is approximately 6.6 km long with a total expected investment of about VND 1,474 billion.
