The proposed construction of the Lao Cai – Hanoi – Hai Phong railway line carries a preliminary investment of 203,000 billion VND and spans approximately 390 km across nine provinces and cities. The section passing through Hai Duong province is 41 km long and traverses five districts: Cam Giang, Binh Giang, Gia Loc, Tu Ky, and Thanh Ha.
Hai Duong has identified the implementation of this project as a special political task. Since the inception of this initiative, the province has proactively established a task force for its deployment and formulated plans to assign specific tasks to each sector, unit, and locality.
Thus far, Hai Duong has determined a total land retrieval area of approximately 188 hectares, affecting 3,296 households, with over 400 requiring resettlement. The estimated cost for land clearance is nearly 3,900 billion VND.
The provincial authorities have substantially concluded land survey and land retrieval profile formulation in 19 communes and towns. These localities are expediting land origin identification, aiming to finalize this process by May 2025.
Immediately upon the Railway Project Management Board’s handover of ground-based clearance stakes, the localities will perfect the profiles, notify land retrieval, conduct volume checks, and formulate and submit clearance plans for approval.

The province is actively reviewing the adjacent station area planning while capitalizing on the land fund and added value of the land neighboring the railway station.
Hai Duong has and continues to implement eight resettlement projects, spanning nearly 29 hectares, with an estimated investment of 465 billion VND. These resettlement areas are strategically located to cater to the residents’ livelihood and production needs. Construction is projected to commence in September 2025 and conclude in November 2025.
Hai Duong province pledges to ensure the completion of land clearance by November 2025, thereby fulfilling the requirements for the project’s commencement on December 19, 2025, as directed by the Prime Minister.
